REQUEST FOR EXPRESSIONS OF INTEREST

1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank (WB) toward the cost of the Ethiopia Trade Logistics Project (ETLP) and intends to apply part of the proceeds for consulting service for the procurement of Expertise services of Individual consultants.
2. The Ethiopian Maritime Authority (EMA) is the implementing agency of ETLP and by setting up LTO, the implementation of the NLS will be expedited. The LTO has the mission of transforming the country’s trade logistics sector. Hence, it is demanding to recruit Logistics Expert who is specialized in expediting strategic programs in logistics system which is going to be carried out in EMA.
3. Hence, EMA would like to strengthen its internal technical capacity for the realization of both the National Logistics Strategy (NLS) and Blue Economy Strategy (BES) and transformation of Ethiopia’s logistics sector through engaging the consulting services of qualified and experienced Director.
Objective of the Assignment: LTO would like to strengthen its internal technical capacity for the realization of the NLS and transformation of logistics sector through engaging the expertise services of qualified and well-experienced Logistics Experts.
Scope of the work
The Logistics Expert performs prioritizing, planning, and developing/detailing the identified interventions of the NLS to programs and schedule programs for implementation as well as carry out follow up, monitor and report status and accomplishments.
Qualifications and Skills:
Bachelor/Master’s Degree or higher from reputable and recognized university preferably in Logistics and Supply Chain Management, Management, Port & Shipping Management, customs management, Statistics, Economics and related fields.
Professional Experience: – At least 8/6 year relevant work/practical
Experience for Bachelor/Master’s Degree;
Excellent knowledge and understanding of theories, concepts and approaches relevant to maritime, logistics, port and terminal operation & management, trade facilitation and inter-disciplinary development issues.
Excellent knowledge of trade logistics sector in Ethiopia.
Experience in projects financed by the World Bank and other UN /AU/EU agencies are a plus;
4. The EMA invites highly qualified and experienced consulting individuals (“Consultants”) that are eligible to express their interest in providing the Service for the above positions. Interested consultant should provide Letter of Expression of Interest along with their CVs and information (documentary evidence of academic background, evidence on experience in similar assignments & knowledge, etc).
5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRI Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’ policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Consultant Guidelines.
