INVITATION FOR WATER/IRRIGATION CONSULTANTS (Construction supervision) OF CATEGORY 5 AND ABOVE

1. BACKGROUND

LWF is engaged on small scale irrigation schemes development located on Lasta Woreda of North Wollo, Amhara Region. The scope of the work includes construction supervision for the construction of small- scale irrigation infrastructures which includes diversion weir, canal and associated civil works at Telef SSI, with 10Ha command area, located at Dibko Kebele,Lasta Woreda. LWF will also engage on the reconstruction of irrigation infrastructures which includes diversion weir and associated civil works with 40Ha command area at Genete-mariam Kebele, Lasta woreda. For both irrigation schemes the required designs, specifications and Bill of Quantities is already prepared and shared by the design consultant.

The scope of the consultancy service includes.

• Ensuring the quality & compliance of the work through standard construction supervision and procedures and Protocols
• Review design documents, specification, bill of quantities and provide technical inputs
• Provide overall consultancy services on the contract administration and construction of the irrigation schemes in all stages of construction
• Provide standard construction monitoring, supervision and inspection tools Selected candidate contractors shall provide written application with original and copies of the following document:

A. Business license defining the legal status and renewal for the physical year 2017 E.C. (Consultant firm)

B. Registration of certificate of competency from relevant Ministry/bureau or office. (Consultant firm)

C. Evidence of settlement of current tax, registration for VAT and TIN certificate. (Consultant firm)

D. Renewed and valid license on Irrigation/Water consultancy, Grade 5 and above. (Consultant firm)

E. Present Consultant Profile/Cv(consultant firm/freelance)

F. Education- Bsc/Msc in Irrigation Engineering, Water resources and hydraulic Engineering. (Consultant firm/freelance)

G. Experience- Proven experience on consultancy service for Irrigation schemes development (or similar projects) in the area and/or working with LWF and other NGOs. Minimum 6 years on the design and supervision of Irrigation schemes. (Consultant firm/freelance)

H. Professional license: should be licensed by the respective authorities as registered professional Irrigation/Water Resource/Hydraulic Engineer. (Consultant firm/freelance)

I. Technical Knowledge-Proven experiences on design and supervision of small-scale irrigation schemes which include diversion weir, canal and crossing structures. (consultant firm/freelance)

J. Proposed Work plan/schedule, methodology and team composition (consultant firm/freelance)

K. Present evidence for financial positions: Testimony for annual turnover; Audited balance sheet (Consultant firm)

2. Submission of Quotations and closing date

Your offer must bear the company official letterhead and shall comprise of a sealed envelope, with the content of two main sets of documents, also referred to as the ‘Two- envelope system’:

• The Technical Offer
• The Financial Offer

Quotation must be received at the address mentioned below by hand or post not later than August 27, 2025, 04:00PM. Any Quotations received after this time will not be considered.
