INVITATION TO TENDER: SUPPLY OF DEFERENT TYPES OF FOOD AND VEGETABLES’ SPECIES

TENDER REFERENCE: 0023/DDS/2025

The Somali Regional State Jigjiga Boarding School intends to establish framework agreements for the supply of various food items, such as dry rations and assorted vegetables, as well as student uniforms, for a period of one year, extendable for an additional year. Therefore, the school cordially invites all eligible and interested bidders who meet the requirements to participate in this tender, in accordance with the service specifications, bidder instructions, and the general terms and procurement conditions stated in the tender documents, which are available at the Jigjiga Boarding School from August 15, 2025, to August 23, 2025. The tender consists of the following lots:-

  • Lot 1: Dry food items such as rice, spaghetti, macaroni, sugar, powdered milk, and cooking oil. These will be supplied on a monthly basis under a yearly agreement.
  • Lot 2: Vegetables, aromatic spices such as pepper, seasoning, onions, potatoes, and fresh meat. These will be supplied daily under a yearly contractual agreement.
  • Lot 3: 600 student uniforms, tailored specifically for boys and girls according to student needs. This is a one-time contract.

Eligibility Requirements:

1. License and Tax Clearance Requirements: Suppliers of food items and vegetables must have: –

  • A valid trading license renewed for EFY 2017
  • A valid tax clearance certificate up to the deadline of bid submission
  • VAT registration
  • TIN (Tax Identification Number)
  • Supply certificate relevant to each lot (Lot 1 and Lot 2)
  • Bidders must bring both the original documents and copies when purchasing the bid documents.

3. Bid documents may be purchased by interested suppliers by submitting a written application to the Procurement Office of Jigjiga Boarding School. A non-refundable fee of 200 ETB per lot shall be paid.

4. Bid Security: All bids must be accompanied by a bid security of 1.5% (One point five percent) of the bid amount, which may be provided in – CPO (Cash Payment Order) – Bank Guarantee Insurance bonds are not acceptable, The bid security must remain valid for 60 days after the bid opening date.

Submission of Bid Instructions: Bids must be submitted to procurement office Jigjiga Boarding School in August 23, 2025 announcement of notice in the Ethiopian Herald Newspaper at: 10:00 AM Opening of Bids: Bids will be opened on the August 23, 2025 the date of according publication of this notice in The Ethiopian Herald Newspaper 10:30AM, in the presence of the bidders or their authorized representatives. Late bids will be rejected.

Bids must be submitted in two separate sealed envelopes:

  • One envelope labeled “Qualification and Bid Security”
  • Another envelope labeled “Financial Bid”

Both envelopes should be placed inside an outer sealed envelope.

Bid Evaluation Procedure: The evaluation will be carried out in two stages:

  • First: Technical Qualification Assessment
  • Then: Financial Bid Evaluation of technically qualified suppliers

Right to accept or Reject: The Jigjiga Boarding School reserves full right to accept or reject any or all bids.
