Factor	Criteria
Conflict of interest	A Bidder shall not have a conflict of interest. All Bidders found to have a conflict of interest shall be disqualified.
Valid trade license	Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6.(b)i
Form Data on Joint Ventures	The Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV (ITB 36.2(J))
Valid Tax Clearance Certificate	Domestic Bidder has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITB Clause 4.6(b)(iii);
Technical Qualification
Factor	Criteria
Certificate from the competent Regulatory Authority (RA)	First priority will be given to:- Valid EFDA product manufacturing License or MA (product market authorization) for local bidders whereas product market authorization or product registration certificate for foreign bidders Second priority will be given to:- Valid CE or US FDA certificate for foreign bidder with Commitment letter to be registered on EFDA market authorization registration until the price validity period of this tender (i.e 60 days from the date of the tender opening).
Item description	Description, content and specification of the product offered shall comply with the requirement
Shelf life of the product	Shelf life of the product:- For vacutainer blood collection tubes shall be >18 months For all other items shall be >2 years

1. The Service reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to award of contract without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders on the ground for the company’s action. Bid security must be submitted in scanned copy through the system and hard copy must be submitted to procurement management directorate physically before closing & opening date. 
2. N.B The bid security amount submitted shall be 2% of the total quoted price amount. However, the maximum amount of bid security value will be 2,000,000 (Two million) ETB or Equivalent currency.
