Factor	Criteria
Form Data on Joint Ventures	In the case of a bid submitted by a joint venture (JV), the Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1
Nationality	Nationality in accordance with ITB Sub-Clause 4.2
Conflict of interest	No conflict of interest as described in ITB Sub-Clause 4.3
Valid Tax Clearance Certificate	Domestic Bidder has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITB Clause 4.6(b)(iii);
Business organization registration certificate or valid trade license	Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6.(c)

Notice:

The Service reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to award of contract without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders on the ground for the company’s action.
Bid security must be submitted in scanned copy through the system and hard copy must be submitted to procurement management directorate physically before closing & opening date.
N.B The bid security amount submitted shall be 2% of the total quoted price amount. However, the maximum amount of bid security value will be 2,000,000 (Two million) ETB or freely convertible Equivalent currency. Bidders participated on this bid shall be Local manufactures.
Bidders shall share their private security key on the eGP system before the deadline of bid submission. Failure to share the private security key shall be subject to rejection of the bid.
