NOTICE FOR INVITATION TO RE-BID

Oromia Development Association (ODA) invites qualified firms to submit competitive bids for External audit firms to audit its book of accounts and the Modernization of its Finance Department, aimed at upgrading software infrastructure, enhancing staff capabilities, and aligning financial reporting practices with the International Public Sector Accounting Standards (IPSAS).

Business trade license valid for the current Ethiopian fiscal year (EFY, 2017)

4. Bidders must comply with those specific eligibility criteria listed in the following table for the services to be rendered.

Call for External Audit firms to audit ODA’s book of accounts for 3 years (from Jan.2024-)

  • Valid business license & renewed audit license from AABE
  • proven experience in auditing similar organization (preferably NGOs)
  • competent audit team with relevant qualifications
  • Demonstrated knowledge of Ethiopian tax & financial reporting requirements

 

2. Modernization of Finance department

2.1 Upgrade of Accounting Software

  • Replace outdated Peachtree (Sage 50) with a modern, scalable accounting system
  • Support software selection, data migration, integration, and implementation
  • Must provide functionalities including real-time reporting, bank reconciliation, multi-currency handling, and system interoperability

2.2 Finance Team Training

  • Conduct training needs assessment
  • Develop and deliver training programs on new software features and IPSAS requirements
  • Provide certification opportunities and post-training support

2.3 IPSAS Transition

  • Review current GAAP-based reporting practice
  • Re-engineer reporting processes and formats for IPSAS compliance
  • Offer expert guidance on stakeholder engagement and change management

2.4 Implementation Timeline

Work will be executed over a 12-month period, aligned with milestones including software rollout, training delivery, and IPSAS-compliant reporting implementation.

Eligibility Criteria

Interested bidders must demonstrate:

  • Proven experience with accounting system up- grades and ERP integrations
  • Expertise in IPSAS transition and public sector financial management
  • Capacity to deliver training and support services tailored to finance professionals

 

 

5. Budget Estimate for the modernization initiative includes the following key components:

  • Software licensing and implementation
  • Training and development program
  • IPSAS transition consultancy fees
  • Data migration and system integration
  • Contingency provisions

6. Bidding will be conducted in accordance with the open bid tendering procedures contained in the National competitive bidding (NCB) as specified in the bidding documents.

7. A complete set of bidding document is prepared in English language and can be purchased by any interested eligible bidders from the first date of this announcement on the Addis Zemen Newspaper from Oromia Development Association procurement and property administration department. Bidders can receive bid document up on payment of a non-refundable fee of birr 500 ETB (Five hundred Ethiopian birr) for both of the services (whole bid document) mentioned above.

8. Bid proposal comprising the financial and technical (qualification) of which one original and one copy must be separately signed, stamped and wax sealed and separately marking “ORIGINAL” and “COPY” and all of the four separately wax sealed, stamped and signed envelopes must be placed in a one outer envelope signed, stamped and wax sealed. The outer envelope shall bear the submission address, specific name of project (lot number) the bidder is competing for, signature and address of the bidder.

9. Each bids must be accompanied by bid security enclosed with the separate envelope in the amount of one percent (1%) of the amount of BOQ, furnished by certified (C.P.O) issued by a recognized Domestic bank so as to be valid for 90 days after bid submission date. Separate envelope for bid bond shall be attached to original Technical Qualification placed inside the mother envelope and presented to the address below.

10. All Bids must be delivered to the address below within 7 (seven) consecutive calendar days as indicated on table above for the specified lots after the first day of this bid in announced on the newspaper at 4:00 local time. Late bids shall be rejected. Bids will be opened on the same date at 4:30 local time in the presence of the bidders’ representatives who choose to attend in person at the address below. If this day is not a calendar working day, the next working calendar day will be the day on which the bids should be closed and opened.
