Tender Invitation for consultancy Service

End line Project Evaluation

Humedica e.V Ethiopia, an international NGO, invites qualified and experienced consultants/consultancy firms to submit proposals for conducting the Endline Project Evaluation of one of our ongoing projects.

Scope of Work

The contracted evaluation team will be responsible for the overall logistics, professional management and execution of the endline evaluation, ensuring high-quality standards and alignment with project objectives. The evaluation will be carried out in close collaboration with the Project Management and the MEAL (Monitoring, Evaluation, Accountability, and Learning) Department at the Country Office.

Key responsibilities include:

• Conducting the endline evaluation as per the Terms of Reference (TOR)
• Interested bidders can get the TOR and additional documents through email.
• Ensuring quality assurance in all aspects of the evaluation
• Submitting periodic updates and final deliverables in line with agreed timelines.
• Coordinating closely with the Humedica Ethiopia MEAL focal person through weekly check-in calls to share progress and address challenges.
• Preparing and submitting all deliverables under the supervision of the Team Leader, who will be accountable for progress reporting and outputs.
• Managing potential disagreements collaboratively; unresolved matters will be escalated to the Program Director and Country Director for final decision-making.
• Ensuring that any modifications to the ToR or deliverables are subject to prior approval by Humedica Ethiopia.

Required Qualifications

Interested consultants/firms must demonstrate:

• Proven experience in designing and conducting project evaluations, preferably in the humanitarian and development sector.
• Expertise in qualitative and quantitative data collection and analysis.
• Strong understanding of monitoring, evaluation and learning (MEAL) systems.
• Excellent analytical, communication and report writing skills.
• Ability to deliver high-quality reports within the agreed timeline.

Deliverables

The consultant will be responsible for:

• Inception report with a detailed methodology and work plan.
• Draft evaluation report.
• Final evaluation report incorporating feedback from Humedica Ethiopia.
• Presentation of findings to key stakeholders.

Application Procedure

Interested and eligible consultants/ firms are invited to submit the following documents:

1. Original Technical proposal (understanding of the ToR, methodology, team composition, and work plan etc as per detailed in the ToR); sealed in Envelop.
2. Original Financial proposal (detailed budget breakdown, indicating taxes and others as per the ToR); in a sealed envelope.
3. The separate technical and financial proposals sealed in separate envelops have to be again put in another sealed envelope.
4. Copy of the above technical proposal sealed in separate envelop.
5. Copy of the financial proposal sealed in separate envelop.
6. Copy of the sealed technical and sealed financial proposals sealed in one envelop 
7. Profile of the firm/ consultant, including relevant experience, as part of the technical proposal.
8. CV(s) of the proposed team members, as part of the technical. 
9. VAT certificate, as part of the technical.
10. Renewed License, as part of the technical.
11. At least three references from similar assignments, as part of the technical.

Submission Details

• Deadline for submission: 10 consecutive date from the date of tender announcement
• Submission: important documents should be submitted in person in hard copies before close of business with in the 10 consecutive days.
• Only shortlisted candidates will be contacted for further discussion.
