The International Livestock Institute (ILRI) invites interested and eligible vendors to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the REOI is to identify vendors that wish to participate in a forthcoming solicitation process.

Content of EOI |
The EOI should include the following information: § Brief presentation of company including number of staff, turnover, years in business § Reference list demonstrating qualifications for participating in this upcoming bidding process § Contact information: full name and address, country, telephone number, e-mail address, website and contact person. Note: Prices are not required at this stage. |
Method of Submission |
Expressions of interest shall be sent by email as follows: § Email address: ilriettender@cgiar.org § Mandatory subject of email should be “Borehole Construction” § File Format: PDF § File names must be maximum 60 characters long and must not contain any letter or special character other than from Latin alphabet/keyboard. § All files must be free of viruses and not corrupted. § Max. File Size per transmission: 25MB § Multiple emails must be clearly identified by using the same subject line. § You should receive an email acknowledging receipt. |

§ This Request for Expression of Interest does not constitute a solicitation. § ILRI reserves the right to change or cancel the requirement at any time during the EOI and/or subsequent solicitation process. § ILRI also reserves the right to request compliance with additional conditions such as and when issuing the final solicitation documents. § Submitting an EOI does not automatically guarantee receipt of the solicitation documents when issued. Terms of Reference (TOR)
Borehole Construction and Rehabilitation
Background:
The major intent of this project is to construct a new Borehole and enhance existing boreholes to increase water yield and improve water quality, aligning with the institute’s commitment to sustainable water management the well was-constructed in 2016. This initiative underscores the dedication to operational excellence and resource sustainability, crucial for advancing agricultural research and development in the region.
Objectives:
- To construct new boreholes inside ILRI Addis Ababa Campus.
- To rehabilitate existing boreholes to improve the borehole’s performance by increasing water yield and enhancing water quality.
Scope of Work:
The selected vendors will be responsible for the following tasks:
- Borehole Construction: Includes site selection, borehole drilling to the desired depth, casing installation for structural integrity, well development for optimal water flow, pump installation and testing for performance evaluation, water quality testing for compliance, wellhead installation, grouting for stabilization, documentation, and client handover with training. Each step plays a vital role in establishing a functional and sustainable water supply system.
- Borehole Rehabilitation: Includes site assessment, equipment mobilization, borehole inspection and cleaning, well development to improve water flow, pump testing to assess functionality, water quality testing for compliance, well casing repair or replacement, pump repair or replacement, grouting for stabilization, finalization with documentation, and client handover with necessary training. Each task is essential in restoring the borehole to optimal functionality and ensuring a reliable water supply.
- Monitoring and Reporting: Regularly monitor progress and provide detailed reports to ILRI on project milestones, challenges, and outcomes.
Pre-qualification Requirements:
Pre-qualification will be done based on the regions mentioned below. Interested vendors must meet the following criteria to be pre-qualified:

Registration and valid operational licenses in Ethiopia for construction and rehabilitation of boreholes. |

Demonstrated experience in borehole construction & rehabilitation. Evaluated through contracts provide a clear list of previous contracts with the following details: Contractor Name, Contract Reference Number, Contract Subject, Award Date, Completion Date, Location, Total Value in USD and Contractor Focal Point details including the official e-mails. |

3. Key Personnel & Expertise |
Availability of skilled personnel (hydrologists, engineers, construction specialists) with ≥5 years’ experience. Contractual status (full-time/on-call) considered. |

4. Quality Certifications |
Certifications related to construction quality, safety, and standards (e.g., ISO, national standards). |

5. Financial Capacity |
Audited or certified financial records for the past 3 years. Evaluated on financial health, liquidity, and ability to handle project scale. |

6. Equipment Capacity |
Availability of relevant borehole drilling, rehabilitation, and support equipment (owned/leased). |
