1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP II) and intends to apply part of the proceeds toward payments under the contract for the Procurement of 107 Automatic Weather Station with accessories for 107 Woredas.

2. The Lowlands Livelihood Resilience Project, Phase Two (LLRP II) under the Ministry of Irrigation and Lowlands now invites scaled Bids from eligible Bidders for the Procurement of 107 Automatic Weather Station with accessories for 107 Woredas, a margin of preference shall not apply on this tender. The procurement is to be carried out as indicated below.

 Installation is to be done for only one AWS at Metehara.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified is the World Bank’s “Procurement Regulations for IPF Borrowers” first published in July 2016 and latest revised in February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors: 20%. and for Bid cost 80%).

5. Interested eligible Bidders may obtain further information from Lowlands Livelihood Resilience Project-Federal Project Coordination Unit (FPCU) during office hours 8:00 A.M. to 12:00 PM. and 2:00 PM. to 5:00 PM. At the address given below.

6. The bidding document in English language can be collected by interested eligible Bidders upon the submission of a written application to the address below. The bidding document will be sent by their respective email address from the Federal Project Coordination Unit (FPCU).

7. Bids must be delivered to Procurement Unit, Federal Lowlands Livelihood) Resilience Project, Mobile Plaza Building, 2nd Floor, Room No. C13, Africa Avenue Street, in front of Dembel City center, Near Aberus building on or before 20th October 2025 at 2:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 20th October 2025 at 2:30 PM. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Security of Birr 2,000,000 (Two Million Ethiopian Birr (ETB) or equivalent in freely convertible currency.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
