INVITATION FOR BIDS

Project: One WaSH National Program phase II (OWNP-CWA Phase II)

Contract Title:

1- Procurement of Laboratory Equipment and Chemical Reagents for Water Quality Test at Bureau level. Ref. No ET-OROMIA WERDB- 499346-GO-RFB).

2- Procurement of 40 pieces of mobile water quality test kits (#29 for newly selected 29 program Woredas & #11 for small towns) Ref. No. ET-OROMIA WERDB-499288-GO-RFB

1. The Government of Ethiopia has received credit/funding from different financers channeled through Consolidated WaSH Account (CWA) under One WaSH National Program (OWNP) phase II Credit to payments under the contract for Procurement of Laboratory Equipment and Chemical Reagents for Water Quality Test at Bureau level and Procurement of 40 pieces of mobile water quality test kits (#29 for newly selected 29 program Woredas & #11 for small towns)

2. The Oromia Water and Energy Bureau now invites sealed bids from eligible bidders for Procurement of Laboratory Equipment and Chemical Reagents for Water Quality Test at Bureau level and Procurement of 40 pieces of mobile water quality test kits (#29 for newly selected 29 program Woredas & #11 for small towns)

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Oromia Water and Energy Bureau and inspect the bidding documents during office hours 8:30 AM to 5:00 PM Local time at the address given below.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500 (Five Hundred Birr). The method of payment will be Cash against receipt.

6. Bids must be delivered to the address below on or before October 10, 2025 at 14:00 hours (2:00 PM). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on on October 10, 2025 at 14:30hours (2:30 P.M).

7. All bids must be accompanied by a Bid Security of ETB 150,000.00 (ETB One Hundred Fifty Thousand) for Contract One and ETB 400,000.00 (ETB Four Hundred Thousand) for Contract two or in freely convertible Currency.

8. The purchaser reserves the right to reject any bid and to annul the bidding process and reject all or Part of the bid at any time prior to contract award, without incurring any liability to bidders.
