1. Background

The Ethiopian Agricultural Transformation Institute (ATI), through its Agriculture- Focused Dignified Employment for Youth (ADEY) Program, is undertaking initiatives to create decent employment opportunities for young people along the agricultural value chains. The program responds to persistent challenges, including mindset and technical challenges that hinder youth engagement in the agriculture sector, inadequate access to finance and markets, low private-sector participation, and a lack of tailored-made financial services for young entrepreneurs.

This consultancy aims to analyse and prioritize inclusive agribusiness opportunities particularly those responsive to youth (with emphasis on young women), persons with disabilities, internally displaced individuals, refugees, and returnees. It will identify quick-win activities along ATI’s ADEY commodity value chains and produce a practical agribusiness catalogue to guide youth employment and agri- entrepreneurship development tailored to the needs of these groups.

Through identifying the most promising business opportunities, the assignment will provide evidence-based guidance for designing project interventions and making investment decisions that can expand self-employment and entrepreneurial prospects for youths, especially young women across the agricultural value chains. It will also serve as a reference for business advisory and capacity-building development services that directly contribute to ATI’s broader mandate of fostering inclusive and sustainable agricultural transformation.

The assignment plays a critical role in terms of achieving ADEY program target which is creating employment opportunities for 611,343 youths (80% women) and contributing to sustainability of the program impacts. To this end, it will generate evidence that that can enhance responsiveness to local needs, and upscaling and institutionalization of best practices. Hence, in general, outcome of the service assignments will strengthen the program’s contribution to national employment agenda, youth and women empowerment, and inclusive agricultural growth and transformation.

1. Objective
The general objective of this assignment is

  • To support the ATI’s ADEY Program through conducting analysis and generating evidence that can help to enhance youth (young women) engagement in agriculture and support investment decisions to create access to sustainable employment opportunities.
  • To contribute to the broader national goals of creating inclusive and dignified jobs for young people and women and promoting inclusive agricultural growth and transformation.
  • To provide evidence policy makers, development partners, and the private sectors to guide to guide their decisions on employment creation in agrifood systems.

Specific Objectives

  • To conduct youth (young women)-sensitive and quick win agribusiness activities across crop and livestock value chains targeted by the ADEY Program.
  • To conduct youth-sensitive agribusiness interventions particularly tailored to young women that deliver quick, visible results across ATI’s ADEY priority commodities. To prioritize the identified youth (young women)-sensitive agribusiness activities for their potential for dignified employment creation and entrepreneurship development. This will be done by developing sets of criteria and collecting feedback from sample program participants, and secondary sources.
  • To Develop a business catalogue that provides quick business information (advise) on youth (young women)-sensitive and quick win agribusiness activities.

2. Scope of the Assignment

The service assignment will provide a comprehensive analysis which include field- level assessment through key informant and focus group discussion, involving a minimum sample size of 1500 youth participants engaged in ADEY program in Oromia, Amhara, Sidama, Central Ethiopia, South Ethiopia, Tigray and Somali. It will also include scoping assessment with 60 sample program woredas, 60 woreda focal persons and 30 members of woreda youth advisory groups. The service provider, will closely work and collaborate with ADEY program team at the ATI head office and regional centres in the process of checklist development for the analysis, planning and execution of the assignment, reviewing and validating, and reporting.. The services are expected to generate evidence and learnings on the youth (young women)-sensitive agribusiness activities, and actionable and recommendations for continuous improvements in programming, implementation, out scaling and institutionalization.

  • Develop checklist and tools for the analysis in collaboration with the ATI-ADEY team
  • Prepare action plan for execution of the assignment in consultation with the ATI- ADEY team
  • Conduct field-level analysis and prioritization of youth (young women)-sensitive and quick win agribusiness activities using set of explained criteria. This involves key informant and focus group discussions with a total of 1500 program participants representing 150 Agri-SMEs.
  • Conduct scoping assessments in sample woredas to complement the field-level analysis.
  • Conduct informal feedback meetings with the regional bureau of agriculture, Labor and Skills, and ATI offices to strengthen the results.
  • Collect feedback from sample woreda-level focal persons (60) and members (30) of the youth advisory groups.
  • Assess and identify best practices and lessons on ADEY program approaches in youth engagement in agribusiness activities.
  • Identify key recommendations to be pursued at the local, program, national (policy) and donor levels.
  • Develop a practical business catalogue for youth (young-women)-sensitive and quick win agribusiness activities, based on the evidence generated.
  • Produce a comprehensive report, present the analysis results on the validation workshop organized by the ATI, and finalize the report based on the feedback and submit the report

3. Mandatory Legal & Business Documents

The Ethiopian Agricultural Transformation Institute invites qualified consulting firms to express interest in providing consultancy services for this assignment. Interested consultants must demonstrate their capacity and relevant experience to deliver the required services. Applicants should submit the following documents:

  • Only qualified consultants meeting the stated criteria will be invited to participate in the bidding/tender process.
  • Consulting firms which would like to participate in association shall indicate the form of association specifically as sub-consultancy or joint Venture.
  • Applicants may modify or withdraw submissions in writing before the stated deadline. No changes or withdrawals will be permitted after the closing time.
  • Firms may partner with others (joint venture or sub-consultancy) to strengthen their qualifications, provided they clearly state the nature of the partnership in their EoL
  • All costs related to application preparation and submission are the sole responsibility of the applicants. The Agricultural Transformation Institute (ATI) will not cover or reimburse any expenses incurred.
  • Eligible consulting firms must submit two copies of their Eol to ATI, demonstrating their qualifications through:
  • Professional Practice License, Valid Business License, Valid Tax Clearance Certificate, VAT registration certificate, Taxpayer Identification Number (TIN) certificate, online eGP Registration Certificate.
  • For joint ventures/sub-consultancies: A signed partnership or joint venture agreement
  • Company profile (core business & years in operation)
  • Relevant experience in the assignment’s field
  • Technical and managerial capabilities
  •  Profiles of key personnel with CV’s

Expressions of interest must be delivered to the address below at or before 2:00 PM September 30, 2025. Electronic applications will not be permitted. Late applications will be rejected. Applications will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 2:30 PM September 30, 2025. Late Application will no longer be considered.
