1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enable Efficient Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Computing and Printing equipment.

2. The Ministry of Finance now invites sealed Bids from eligible Bidders for the Procurement of Computing and Printing equipment.

3. Bidding will be conducted through local competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 6th edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Ministry of Finance, at the address below and inspect the bidding document during office hours. 09:00 AM to 12:30 PM and 1:30 to 05:00 PM Ethiopian Time, at the address given below.

5. The bidding document in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 3,000 (ETB Three Thousand) or the equivalent amount in freely convertible currency. The method of payment will be in cash or cashier’s check. The soft copy of the RFB may be sent by email upon request by potential suppliers.

However, the Purchaser does not take responsibility for any additions or omissions in the RFB.

6. Bids must be delivered to the address below on or before 10:00 AM on October 22, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on October 22, 2025 at 10:00 AM, immediately after bid closing.

7. All Bids must be accompanied by a Bid Security of ETB 500,000.00 (ETB Five Hundred Thousand only) or equivalent amount in freely convertible currency using the exchange rate of the date of bid submission, i.e. October 22, 2025.
