1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Project (EASTRIP) and intends to apply part of the proceeds for the Procurement of Machinery

2. The Federal Technical and Vocational training Institute, East Africa Skills for Transformation & Regional Integration Project (EASTRIP) project implementation office, now invites sealed Bids from eligible Bidders for Procurement of Machinery in lots as summarized below.

A margin of preference shall not apply on this tender and Bidders are required to meet the following criteria:- Lot 1,2,3,4,& 5 Machinery & Audiovisual (AV) Equipment

For a joint venture, this requirement shall be met by each member
2	Specific Project Experience	The Bidder shall demonstrate that it has successfully completed at least Two contracts within the last five years prior to bid submission deadline, each wit vale of at least USD 500,000 or equivalent. Or or contract within the last five years prior to bid submission deadline, with a value of at least USD 1000,000 or equivalent that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the respective Contracts For a joint venture, this requirement may be met by all members combined

The Purchaser’s evaluation of responsive Bids for each lot will take into account the following technical factors, in addition to cost factors.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing” dated July 2016, Revised November 2017, August 2018,November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain farther information from Technical and Vocational training Institute, East Africa Skills for Transformation and Regional Integration Project (EASTRIP) and inspect the bidding documents during office hours 08:30-12:30 AM & 1:30-5:00 PM Local Time from Mondays to Fridays at the address given below.

5. The Bidding document  in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and up on payment of nonrefundable fee of each Lots USD 50 (fifty or in equal amount in ETB or in freely convertible currency The method of payment will be in Bank Deposit on Account number 1000060826057 in the name of Technical and Vocational training Institute. The document can be collected in person from Technical and Vocational training Institute, EASTRIP Office

6. Bids must be delivered to the address below on or before November 04, 2025 4:00 Local Time Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly presence of the Bidders’ designated representative and anyone who chooses to attend, at the address the address below on November 4 2025 4:30 AM Local Time All envelopes marked unopened and will be held in safe custody of the purchaser until the second public opening.

7. All Bids must be companied a Bid Security of USD 5,000 for each Lot or in equal amount in ETB or any freely convertible foreign currency. Bid Security must be in the form of either CPO or Bank Guarantee from a recognized local Banks and it must be counter guaranteed by local firms for foreign bank guaranties

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose informative on the successful Bidder’s beneficial ownership, as  part of the Contract Award Notice, using the Beneficial Ownership Disclosure  Form as included in the bidding document,”
