Assignment Title: Development of SEZs Detail Spatial Development Plan (Kilinto & Semera)

The Federal Democratic Republic of Ethiopia (FDRE), Industrial Parks Development Corporation has allocated funds and intends to apply part of the proceeds of these funds towards the cost for selection and employment of consulting firm for Development of SEZS Detail Spatial Development Plan (Kilinto & Semera).

Objective of the assignment

• Develop a comprehensive and detailed spatial development plan for each SEZs adhering to international best practices and standards for SEZ development.
• Identify and propose solutions to address the existing inefficiencies and operational challenges within the SEZS.
• Optimize land utilization and infrastructure development to maximize the SEZ’s economic potential.
• Develop a sustainable and environmentally responsible spatial development plan that considers SEZ’s long-term impact.
• Create a phased implementation plan for the spatial development plan, including cost estimates and timelines.

The scope of the service:

KILINTO & SEMERA is an operational SEZs located in Addis Ababa & Semera cities respectively. While the SEZS play a significant role in the local economy, they were developed without a comprehensive spatial development plan, leading to inefficiencies, operational challenges, and suboptimal land utilization. IPDC aims to transform the above-mentioned SEZs into an efficient and effective industrial hub that meets international standards for SEZ development. To achieve this, IPDC seeks to engage qualified consultants to develop a detailed spatial development plan for the SEZ’s redevelopment and future expansion.

The following criteria will be used to assess the Expression of Interest for shortlisting:

• Core business and years in business.
• Relevant experience in similar assignments.
• Qualification of Key Personnel and availability of appropriate skills.
• Technical & managerial capabilities.
• Financial Resource.

The consulting firm will be selected in accordance with the procedures set out in IPDC’s Procurement Management Policy and Procedure Manual: Selection and Employment of Consultants. The method of selection is Quality and Cost Based Selection (QCBS).

Expressions of interest must be delivered to the address below at or before 30 September 2025, at 2:00 Pm in the afternoon. Late submissions shall be rejected.
