The Government of the Federal Democratic Republic of Ethiopia has received financing from the African Development Bank toward the cost of the Consultancy Services for Development of Ethiopia National New Customer Connection Policy, and intends to apply part of the agreed amount for this loan to payments under the contract for consulting services – firm’s selection.

The services included under this project are: Diagnostic Assessment: Review current connection processes, identify inefficiencies, and analyze records, surveys, and compliance with environmental, social, and health safety (ESI IS) standards.

1. Stakeholder Engagement: Conduct workshops and surveys with government, customers, and partners to gather input.

2. Draft Policy Development: Create a policy framework with streamlined procedures, transparent costs, regulatory compliance, and ESI IS considerations, aligned with international best practices.

3. Pilot Implementation: Test the policy in selected regions, monitor outcomes, and refine based on results.

4. Financial Analysis: Perform cost-benefit analysis and propose funding models for affordability and sustainability.

5. Final Policy and Documentation: Revise policy, prepare guidelines, and develop dissemination and training materials.

6. Training: Deliver capacity-building programs for EEU staff.

The Ethiopian Electric Utility (EEU) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org
