Reporting to: The Regional Program Manager Background
The Ethiopia Food Systems Resilience Program (EFSRP) aims to improve resilience of food systems and increase preparedness against food-insecurity in selected project areas This project focuses on three main pillars
1) Increasing productivity and reducing costs,
Improving competitiveness of strategic agricultural value chains in Ethiopia, and Enhanced resilience of agricultural sector
The program implemented by the Ministry of Agriculture (MoA) and Ethiopian Institute of Agricultural Research (EIAR) at federal level. The development objective of the EFSRP is to improve resilience of food systems and increase preparedness against food insecurity in selected program areas The program implemented over seven years of period, EFSRP has the following four Complimentary components.
1.Transforming Agricultural services and Innovation Systems,
2.Resilient Small Scale Irrigation Development and Management,
3.Food Market Development, and
4. Enabling Environment for Agricultural Transformation and Program Management
Procurement in the program will be carried in different level and institutes at federal, regional and local level. At the local level, procurement activities include activities carried out in the procurement unit at the woreda finance office, community procurement and procurement to meet requirements for Common interest Groups
For this, Amhara Agricultural Research Institute (ARARI) is seeking a qualified candidate for the position of Regional Program Procurement Management Specialist for EFSRP-management unit

will be selected in accordance with the Selection of individual consultant.: (Section V) method set out in the agreed Procurement Regulations”
Job Summary
Under the overall guidance and direct supervision of the Regional Program Manager the Regional Procurement Specialist will be responsible for the overall planning implementation and and monitoring of the procurement activities of the program in the region in accordance with the agreed procurement regulation
Specific Duties and Responsibilities
Support the preparation and revision of the Project Procurement Strategy for Development (PPS) regularly in response to emerging requirements and changing conditions
2 Ensure that procurement plan in the Region is prepared in accordance with the agreed procurement regulation Submitted timely through STEP and updated regularly
3 Lead and the use of STEP in the region including submittal of woreda’s procurement plan through STEP and regularly updated procurement information
4, Lead and be responsible for the overall planning, management, implementation, coordination and monitoring of all procurement activities (works, goods and services) of the program by handling each phase of the procurement cycle as per the agreed Bank procurement regulation Preparation bid documents and request for proposals (RFP) as per lot that is consistent with World Bank standard bid documents (SOD) and follow up next procurement steps timely accomplishment after bidding document and RFP issuance
Prepare General Procurement Notice (GPN) and Specific Procurement Notices (SPN) or Request of expressions of interest (EOI) to be published in Development Business and/or national newspapers
7 Assist In the operations of bid opening, evaluation of bids and contract preparation following the agreed procedure and using the appropriate standard documents
8 Follow up and facilitate for timely investigation and issuance of response by the authorized official on procurement complaints and also facilitate debrief when requested by bidders Also ensure that complaints and the responses are correctly recorded in STEP system
9 Support contract management and ensure that the contract responsibilities are delivered within the agreed time frame and necessary action is taken to mitigate risk of contract failure
10 Prepare and coordinate procurement correspondence with the World Bank and follow up in all cases in which a No Objection is required
11 Keep records and fees of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors
12 Keep accurate records of procurement activities, including purchase register, deliveries and completion of works, for the use of procurement post-reviews and auditing by the Bank
13. Leading and providing guidance to Woreda Coordination Units Procurement Officers and Implementing Institutions on procurement planning, implementation follow up, procurement contract administration Issues
14, At all stages of procurement processes, ensures compliance of IDA’s Procurement Guidelines for procurement of works, goods, and services
15 Periodically supervises the work of the Woreda Procurement Officer
16 Maintains database of suppliers, prices. technical specifications, catalogues. drawings and rather information
17 Assumes responsibility for being alert to any indication of unethical behavior and reporting to the appropriate authority including to the World Bank
18 Create a comprehensive risk management plan for procurement activities to identify, assess and mitigate potential risks throughout the procurement process. Tres includes conducting regular risk assessments and developing contingency plans to address identified risks
19 Organize and lead training sessions and workshops for procurement officers. and other relevant staff to enhance their understanding of procurement policies, procedures, and best practices This includes developing training workshops and providing ongoing mentorship and support Provide of procurement training workshops at regional and woreda levels,
20. Promote Sustainable Procurement Practices environmental and social considerations into procurement decisions to promote sustainable procurement practices, This includes evaluating suppliers based on their sustainability practices and ensuring that procurement activities support the organization’s commitment to social responsibility, such as lair labor practices and ethical sourcing,
21, Establish KPIs to monitor and evaluate the effectiveness of procurement activities. This includes conducting regular performance reviews and audits to ensure compliance with procurement
22. Prepares periodic reports on the status and progress activities
23 Performs other related duties as may be required
Qualification:
BA or MA in Procurement Management Supplies Management& marketing or related fields as required.
Work Experience: Minimum of 7 years experience for BA & 5 years’ experience for MA in
procurement of works, goods and services Minimum of two years procurement experience in bank financed project
Salary’ As per the Government project salary scale
Terms of employment: – One-year contract with possible extension
