Project Manager – Commercial Farm Establishment
Project Title: Major Agribusiness Development Project
Location: Dima, Southwest Region, Ethiopia (on-site residence required)
Contract Type: Full-time Consultancy, Fixed Term (3 years, renewable upon review)

1.0 Background
Pharo Integrated Agriculture and Manufacturing PLC (PIAM) is initiating a transformative agribusiness development project aimed at converting 1000 hectares of greenfield land in Dima, Ethiopia, into a profitable and sustainable commercial farming operation. The project will be based on agroforestry principles and commercial agriculture best practices.
We are seeking qualified consultancy firms or individual consultants to submit proposals for the role of Project Manager, responsible for leading the full lifecycle of the project—from strategic planning to operational launch.
2.0 Scope of Services
The selected consultant will be expected to deliver the following across four key phases:
Phase 1: Strategic Master Planning & Feasibility (Months 1–4)
- Develop a comprehensive Project Master Plan and Investment Proposal.
- Validate and expand soil testing across the site.
- Conduct feasibility studies covering climate, water resources (e.g., Baro River), and logistics.
- Finalize crop system selection and agroforestry model.
- Deliver a full financial model (CAPEX/OPEX, 10-year P&L, IRR/NPV).
- Outline a phased development plan for the 1000 hectares.
Phase 2: Infrastructure Development & Land Preparation (Months 5–18)
- Deliver a fully developed core estate and initial 200–500 hectares planted.
- Oversee estate zoning and infrastructure design (irrigation, roads, buildings).
- Manage water systems (dams, boreholes), road construction, and facility development.
- Lead procurement and tendering for equipment and systems.
- Supervise environmentally responsible land clearing and preparation.
Phase 3: Operational Ramp-Up & Team Building (From Month 6)
- Establish a functional farm management team and workforce.
- Recruit and train key managers and staff (200+ personnel).
- Implement HR, safety, security, and financial protocols.
Phase 4: Planting, Production & Continuous Development
- Execute planting plans and monitor crop health and input usage.
- Develop nursery operations and build market relationships.
- Continue phased development of remaining hectares.
3.0 Minimum Qualifications
- Education: Master’s in Agronomy, Agricultural Economics, Agribusiness, or related field. Exceptional experience may substitute for formal education.
- Experience: 15+ years in agribusiness; 8+ years in senior leadership managing large-scale farms (500+ hectares).
- Track Record: Proven success in leading greenfield projects from land acquisition to commercial harvest.
- Financial Expertise: Strong skills in budgeting, financial modeling, and investment proposal development.
- Infrastructure Experience: Direct involvement in irrigation, drainage, roads, and post-harvest facility development.
- Regional Experience: Extensive work in sub-Saharan Africa; Ethiopia/East Africa experience preferred.
4.0 Key Competencies
- Leadership: Ability to lead large, multicultural teams in remote settings.
- Stakeholder Engagement: Skilled in managing relationships with government, communities, investors, and partners.
- Problem-Solving: Resourceful and practical in overcoming logistical and agricultural challenges.
- Risk Management: Proficient in identifying and mitigating risks.
- Languages: Fluent in English; Amharic or local language proficiency is a strong asset.
5.0 Proposal Submission Requirements

- A technical proposal outlining approach, methodology, and timeline.
- A financial proposal including consultancy fees and payment terms.
- CVs or company profiles demonstrating relevant experience.
- References from similar projects.
