REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)

Project Instruments: African Development Fund (ADF) loan (ID: 2100150038493) and an ADF grant (ID: 2100155036021).
The Government of the Federal Democratic Republic of Ethiopia has received financing from the African Development Bank toward the cost of Addis Ababa Transmission & Distribution System Rehabilitation and Upgrading Project (AATDRUP) and intends to apply part of the agreed amount for of this financing to payments under the contract for the Consultancy Services for Development of New Customer Connection Policy.
The services included under this project arc include diagnostic assessment, review current connection processes, identify inefficiencies, and analyse records. surveys, and compliance with environmental, social, and health safety (ESHS) standards.
Specifically:
1. Stakeholder Engagement: Conduct workshops and surveys with government, customers, and partners to gather input.
2. Draft Policy Development: Create a policy framework with streamlined procedures, transparent costs, regulatory compliance, and ESHS considerations aligned with international best practices.
3. Pilot Implementation: Test the policy in selected regions, monitor outcomes, and refine based r results.
4.Financial Analysis: Perform cost-benefit analysis and propose funding models for affordability and sustainability.
5. Final Policy and Documentation: Revised policy, prepared guidelines, and develop dissemination and training materials.
6. Training: Deliver capacity-building programs for EEU staff.
The Ethiopian Electric Utility (EEU) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by providing description of similar assignments undertaken in the past, demonstrate experience working in energy utilities in sub-Saharan Africa, and indicate availability of appropriate skills among staff to undertake the assignment. Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations (October 2015) which is available on the Bank’s website at http://www.afdb.org .
