1. The Federal Democratic Republic of Ethiopia has received financing (Africa Water Facility (AWF)-Special Grant Fund) from the African Development Bank toward the cost of the Ethiopian Climate Resilient Urban and Rural WASH Project and intends to apply part of the agreed amount of this grant to payments under the contract for Consulting Services of procurement of Feasibility Study and Detailed Design of Chagni Town, Koreb Rural, and Baruda Rural Water Supply and Sanitation Project.

2. The services included under the Chagni Town, Koreb Rural, and Baruda Rural Water Supply and Sanitation Project involve conducting a feasibility study and preparing detailed engineering designs by a consulting firm, Employed by the Ministry of Water and Energy.

Key tasks include:

• Baseline assessments (technical, socio-economic, institutional, and environmental).
• Source identification and hydrogeological/hydrological investigations.
• Technical and socio-economic evaluations.
• Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plan (ESMP), and Resettlement Action Plan (RAP).
• Climate-Resilient Water Safety Plan (CR-WSP).
• Preparation of tender documents, business and financial plans.
• Capacity building for utility staff.

3. The implementation period spans 12 months, covering inception, feasibility study, detailed design, safeguards compliance, stakeholder consultations, and project validation. Deliverables include:

• Inception Report.
• Draft and Final Feasibility Study Reports.
• Draft and Final Detailed Engineering Design Reports.
• ESIA, ESMP, RAP, CR-WSP, and Business Plan Reports.
• Tender Documents.

4. Detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

5. The Ministry of Water and Energy now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by:

• Submission of brochures of previous assignments undertaken.
• Describing similar assignments undertaken in the past.
• Demonstrating experience in similar conditions/Sub-Saharan Africa.
• Providing a list of appropriate key experts/staff with relevant skills and experience for the assignment.

6. Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. Eligibility criteria, establishment of the short-list, and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org .
