The Federal Democratic Republic of Ethiopia has received financing (Africa Water Facility special fund grant) from the African Development Bank toward the cost of the Ethiopian Climate Resilient Urban and Rural WASH Project and intends to apply part of the agreed amount of this grant to payments under the contract for Consulting Services for Construction Supervision and Contract Administration of Beshasha Town Water Supply and Sanitation Project.
The services included under the Beshasha Town Water Supply and Sanitation Project involve construction supervision and contract administration by a consulting firm, organized by the Ministry of Water and Energy. Key tasks include design review, construction supervision & contract management, stakeholder coordination, and development of an O&M manual and training for utility staff. The implementation period spans 18 months, covering site handover, progress reporting, quality assurance, environmental safeguards, and project commissioning, with deliverables such as monthly reports, as-built drawings, and a material inventory. The Ministry of Water and Energy now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (provide brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and avail a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
