Invitation for Consultancy Services: Baseline Survey for GBV
Assessment in Benishangul-Gumuz Regional State, Ethiopia
I. Project Information
- Project Title: Integrated Response and Prevention of Sexual Gender-Based Violence, Sexual Reproductive Health, Harmful Traditional Practices, and Rehabilitating Survivors among Women and Girls in Benishangul-Gumuz Regional State, Ethiopia

- Activity Title: Conduct base line surveys to asses the GBV situation in the intervention woredas

II. Terms of Reference (TOR)
a. Purpose of the Consultancy:
The primary purpose of this activity is to assess the GBV situation in the intervention woredas. The consultant is required to collect robust baseline data that will serve as the foundation for key project outcome indicators.
The specific objectives include assessing the GBV situation in the intervention woredas and collect data that will serve as baseline data for key project outcome indicators.
b. Scope of Work and Location:
The assessment must be comprehensive and cover all intervention woredas. These five districts are: Mandura, Dangure, Bulen, Webera (Metekel Zone), and Sherkole (Assosa Zone).
c. Target Group and Methodology:
The survey is expected to target Sample HHs/beneficiaries. The assessment must aim for an estimated sample size of around 300 individuals. The sample should include participants of mixed ages and genders (M & F) and be inclusive. The methodology should ensure the collection of both qualitative data and quantitative feedback from beneficiaries.
d. Methodology and Ethical Requirements
Applicants must propose a methodology guided by a survivor- centered and conflict-sensitive approach that prioritizes the safety, confidentiality, and well-being of all participants.
e. Key Deliverables
- Inception Report & Design: Completion of a comprehensive survey design that incorporates key questions on GBV and PSEA.
- Key Instrument: The Completion of a comprehensive survey design that including key questions on GBV and PSEA.
- Field Data Collection: Execution of the baseline survey across all five woredas, collecting data from approximately 300 target individuals.
- Final Baseline Report: Submission of the finalized baseline report establishing quantitative baseline values for all key project outcome indicators.
IV. Response Format, Page Limits, and Submission Rules
Interested firms or individual consultants are invited to submit their quotation following the structure below:
Part 1: Technical Proposal: Detailed methodology demonstrating how the consultant will achieve the “Completion of a comprehensive survey design that includes key questions on GBV and PSEA”. Includes work plan, team structure, and demonstration of experience.(Maximum 10 Pages)
Part 2: Financial Proposal: Detailed breakdown of costs, including all fees, travel, data collection, and reporting costs (Maximum 2 Pages)
