NOTICE OF INVITATION FOR BID

1. DMC Construction Plc. has entered a Contract with Ethiopian Roads Administration (ERA) for the Construction Works of Dega St. Stephanos Monk’s Communal Monastery Internal Walkway Works.

2. DMC Construction PLC now invites all Eligible bidders (Subcontractors) to submit sealed bids for the Construction of Excavation works, 60cm x 60cmx 10cm thickness dressed stone, Base course, Subbase work, Masonry Stone work, Concrete work, Reinforcement and Guard rail works of the above stated project.

3. The project road is located in the Amhara Regional State around Gojjam Zone, Lake Tana. The works includes the supply of all the required equipments, materials and manpowers. The Contractor only facilitate the handover of the project site.

4. Interested bidders shall submit the following evidence:

i) Trading license renewed for 2017E.C;

ii) Tax clearance certificate, which states that the bidder can participate in any public tender, valid at least up to 28days after bid submission date, VAT and TIN registration certificates;

iii) Certificate of registration from Ministry of Works and Urban Development with Category of GC-5/RC-5 and above; and renewed for 2017E.C;

iv) Registration as supplier in the list of the mandated public body, i.e. Public Procurement and Property Administration Agency (PPPAA) and

v) Bidders who fail to provide valid documents mentioned under item 4 (i), (ii), (iii) & (iv) above will be rejected from further evaluation.

5. The Peak Annual Construction Turnover (ACT) for last five years must be at least ETB 50Million

6. Interested eligible bidders shall have General Experience under construction contracts in the role of Contractor, Subcontractor or Joint Venture Partner for at least Two (2) years.

7. Interested eligible bidders shall have at least One Specific Experience having any kind of Road construction Contracts in the last Ten (10) years in the role of Contractor, Subcontractor or Joint Venture Partner.

8. Financial Statement for the last two years must be submitted.

9. Site Visit is Mandatory.

10. Bidding will be conducted through the National Competitive Bidding (NCB) procedure, specified in the bidding documents, and is open to all eligible bidders. The detail qualification criteria are stated in the bidding document.

11. Interested eligible bidders may obtain further information and inspect the bidding documents at DMC Construction plc. at the address given below, from 8:00 to 12:00AM and 1:00 to 5:00PM from Monday to Saturday. A complete set of the bidding documents in English may be purchased by interested bidders on submission of a written application and presentation to the address below and upon payment of a nonrefundable fee of ETB 200, effective as of October 22, 2025.

12. Bidders shall submit two envelopes, “Qualification Application & Bid Security” in one envelope and “Financial Bid” in the other envelope, the two envelopes shall be sealed in an outer envelope.

13. Evaluation is to be carried out in One Stage, Financial Bids and Technical qualification application will be opened in the same day.

14. Bids must be delivered to the address below before October 22, 2025 at 3:00P.M. All Bids must be accompanied by a Bid Security of ETB 50,000.00 (ETB: Fifty Thousand). Late bids will be rejected. One original and One copy of the bids have to be submitted.

15. “Financial Bids” and “Qualification Application & Bid Security” of the bidders will be opened in the presence of bidders representatives who choose to attend at the address below on October 22, 2025 at 3:00PM.
