SECOND INVITATION TO BID
BID REFERENCE No: OIC/0018/2025 PROCUREMENT OF EXTERNAL AUDIT SERVICES

Oromia Insurance S.C invites eligible audit firms for the auditing of its annual financial statements based on International Auditing Standards for a period of three (3) consecutive financial years beginning from the year 2025/26, in accordance with the following criteria:

1. Should be chartered certified accountants who are authorized to audit Public Interest Entities by the Office of the Accounting and Auditing Board of Ethiopia (AABE), and be free from non-qualifications stated under Article 28(2) of Proclamation No. 746/2012.

2. The firm must present a renewed business license, TIN, VAT registration certificate, and other relevant legal documents.

3. The firm should demonstrate proven experience in external auditing, preferably with organizations of similar size and nature.

4. Interested and eligible bidders can collect the bid document through an officially delegated person during working hours upon payment of a non-refundable fee of Birr 500 in cash from Oromia Insurance S.C at the following address:

5. The bid document will be available from October 20, 2025, to November 5, 2025.

6. The bid must be accompanied separately by a bid security of ETB 20,000 (CPO).

7. Bidders must submit their technical and financial proposals in separate sealed envelopes, clearly marked “Technical Proposal” and “Financial Proposal,” both placed in a larger sealed envelope marked “Bid for External Audit Services.”

8. Bidders should submit their bids by November 5, 2025, before 8:00 local time, and bids will be opened in the presence of interested bidders or their legal representatives on November 5, 2025, at 8:30 local time.

9. Failure to comply with any of the terms and conditions above shall result in automatic rejection.

10. Oromia Insurance S.C reserves the right to accept or reject any or all bids without assigning any reason.
