1. The FDRE Ministry of Industry has received financing from the European Union through the African Development Bank hereinafter called the Bank toward the cost of the Integrated Agro Industrial parks support project (IAIP-SP), and intends to apply part of the proceeds toward payments under the contractlfor Supply of Distribution transformers for Bulbula IAIP, Chagni RTC, and Dangila RTC. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ministry of Industry now invites sealed Bids from eligible Bidders for Supply of 33KVA Compact Distribution transformers for Bulbula IAIP, and 15 KVA Compact Distribution transformers for Chagni RTC and Dangila RTC.

3. Bidding will be conducted through the Open Competitive Bidding National, (OCBN) method as specified in the Bank’s Procurement Framework IFB and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from Ministry of Industry, Mr. Tibeb Y., Tele: +251 11 550 2070, email: antuwa@gmail.com  and collect the bid document during office hours Monday to Friday from 8:00AM to 5:00PM at the address given in No.9 below.

5. The bid document in English may be collected for free by interested eligible Bidders upon submission of application to the address No 9 below: The bid document will be collected by hand or email.

6. Bids must be delivered to the address in No. 9 below on or before 2:30PM on November 17, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address in No. 9 below at 2:45PM on November 17, 2025.

7. All Bids must be accompanied by a Bid Security of ETB 5,800,000(Birr Five Million Eight Hundred Thousand).

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bid document.
