Invitation to Express Interest for the Consultancy service of Detail Engineering Design and Construction supervision of Road projects Procurement Reference Number: ORLB/NCB/RCFSP/DS-13/2018

1. The Federal Democratic Republic of Ethiopia (FDRE), Ministry of Urban and Infrastructure with financing support from the World Bank through the International Development Association (IDA) Grant E308-ET, is implementing the Rural Roads Connectivity for food security Program (RCFSP). The Government of Oromia Regional state also allocated required budget as a matching fund for the program and intends to apply a portion of this budget to payments for consultancy service of Detail Engineering Design and Construction Supervision of the following road projects.

2. The Oromia Roads and Logistic Bureau (ORLB), now invites Highway and Bridge consulting firms of Category III and Below to submit sealed expressions of interest which will be used as an input for short listing of consulting firms.

3. Participation is open to all eligible consulting firms.

4. Consultants who have submitted their detailed documents previously for procurement reference number ORLB/NCB/RCFSP-02/2018 and/or ORLB/NCB/ RCFSP-03/2018 and/or ORLB/NCB/RCFSP-05/2018 are exempt from resubmitting full documentation. These firms required to submit only a letter of Expression of interest referencing their previous submission (Ref. No. & date). For all other firms, the letter of expression of interest should be concise and must include: company Profile, legal documents, relevant experience in road design and construction supervision, and availability of qualified key experts.

5. Please note that every short- listing will be carried out using the documents to be submitted by the consultant. Any firm who failed to submit its documents on or before the deadline for submission will not become eligible for short-listing. The ORLB would not accept any additional documents to substantiate or provide missed documents in the original documents submission and the assessment would be carried out based on the document to be submitted.

6. Expression of interest will be evaluated in accordance with the public procurement proclamation of the region.

7. Interested applicants/consulting firms shall obtain further information at the address given below from 8:30 a.m to 12:30 pm and 1:30pm to 5:30pm local time from Monday to Thursday, and from 8:30 to 11:30 am and 1:30pm to 5:30pm local time on Friday.

8. The ORLB would make a physical checking on the actual presence of the resources of the applicant consultants which is indicated in their document submissions; and would take the necessary measures on those who fails to physical verify/substantiate their document submission.

9. Consulting firms shall submit their documents in one original and One copies. Only shortlisted firms will be invited to submit detailed proposals.

10. Expressions of interest must be delivered to the address below on or before October 30, 2025 at 10:30A.M. Late submission will be rejected.

11. Consultants can submit EOIs for one or multiple Projects, but must indicate clearly the project(s) they are interested to participate.
