1. Background
Oxfam’s Enterprise Development Program (EDP) is a global initiative designed to support small and growing social enterprises that create Sustainable livelihoods, particularly for women and youth. The program aims to bridge the gap between humanitarian response and long-term economic development by investing in inclusive and climate-resilient businesses.
Since 2012, Oxfam’s Enterprise Development Program (EDP) has been operational in Ethiopia, providing a blend of financial and technical support to promising local enterprises that demonstrate strong social impact, gender responsiveness, and market viability. Over the years, the program has contributed significantly to improving the livelihoods of smallholder farmers, creating decent and green employment opportunities, advancing women’s economic empowerment, and fostering sustainable market linkages for rural producers. Through these interventions, EDP has helped build resilient, inclusive, and scalable enterprises that drive local economic transformation
As the EDP program matures, it is crucial to document its achievements, learning, and impacts from its engagement with these enterprises through high-quality knowledge and communication products that effectively showcase EDP’s impact, lessons, and value addition to inclusive enterprise development. These materials will serve advocacy, learning, and partnership development purposes both nationally and globally.
2. Purpose of the Assignment
The purpose of this assignment is to develop, design, and produce comprehensive knowledge and communication materials that will highlight the impact and learning from Oxfam’s Enterprise Development Program in Ethiopia and its contribution to gender and economic justice.
The key tasks and essential requirements of the assignment are clearly described in the TOR. Therefore, interested consulting firms are invited to collect the TOR from Oxfam in Ethiopia, which is in the address below starting from October 22nd, 2025. Bidders/service providers are required to carefully read through the TOR and return your proposals on or before close of business November 4th, 2025, at 5:00 p.m. in person in a sealed wax envelop.
This invitation has been issued for the sole purpose of obtaining offers for consultancy service providers against the specification contained within the TOR. OXFAM reserves the right not to enter an agreement/ sign MoU because of this invitation to tender. OXFAM also reserves the right to terminate any contract issued because of this as set out in the contract terms and conditions.
