1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Rural Connectivity to Support Food Security Program and intends to apply part of the proceeds toward payments under the contract for Supply, Delivery, Installation, Implementation, and Training of Digital Kiosks, Laptops, and Tablets Computers (Turnkey Project).
2. The Ethiopian Agricultural Transformation Institute (ATI) now invites sealed Bids from eligible Bidders for Supply, Delivery, Installation, Implementation, and Training of Digital Kiosks, Laptops, and Tablets Computers (Turnkey Project).
Minimum qualification requirement:
a) The Bidder must have stayed for at least Five (5) years in the business and should demonstrate at least Three (3) Contract with a total amount of ETB 100 million or its equivalent in any currency that have been successfully and substantially completed within the last five years
b) Minimum, average annual turnover of ETB 200 million or its equivalent in any currency calculated as total certified payments received for contracts in progress or completed, within the last four (4) years for prime supplier or JV member individually or collectively.
c) The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: ETB 30 million or its equivalent in any currency.
3. Bidding will be conducted through National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrower” Procurement in Investment Project Financing, Goods, Works, Non- Consulting, and Consulting Services’, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulation
4. Interested eligible Bidders may obtain further information from Ethiopian Agricultural Transformation Institute (ATI), Procurement Team, and inspect the bidding document during office hours from 8:30 a.m. – 12:30 p.m. and 1:30 p.m.- 5:30 p.m. from Mondays to Friday at the address given below.
5. The bidding document in English language may be freely accessed by interested Bidders upon submission of a written application/request to the email addresses indicated below. Once email request has been sent to the designated email addresses, a soft copy of the bidding document in PDF format will be sent to the requester. To facilitate further communication and correspondence, the bidder should indicate the name of the company, contact/focal person, telephone number, workable email address and relevant information on his/her request email.
6. Bids must the delivered to the address below on or before November 24, 2025, at 10:00 a.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on November 24, 2025, at 10:30 a.m.
7. All Bids must be accompanied by a Bid Security of ETB 1,400,000.00 (One Million Four Hundred thousand) or equivalent amount in a freely convertible currency.
