(CONSULTING SERVICES- FIRMS SELECTION)

Assignment Title: Consultancy service for independent Procurement Audit of the Ethiopia Water Supply, Sanitation and Hygiene Project (One WaSH National Program (OWNP-CWA)) for the period of January 2023-to-January 2025.

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of implementation of Water Supply, Sanitation and Hygiene Project and intends to apply part of the proceeds for consulting service. The consulting service intended duration is for Two (2) months.

1) Objectives of the assignment

The objective of the procurement audit is to enable the Consultant to express a professional opinion(s) on the procurement positions, processes and procedures related to World Bank’s procurement procedures and procedures of the project for the procurement transactions carried out in the last two years for the period of (2023/2024 & 2024/2025) (January 2015-to- January 2017 Ethiopia Fiscal Years).

To achieve this objective, the Consultant carries out, at least the following main tasks,

a) Review the planning, procurement, contracting, implementation processes and record keeping for a sample of contracts under the Water Supply, Sanitation and Hygiene Project(One WaSH National Program (OWN P-CWA)) to confirm their consistency with the Project Appraisal Document (PAD), Program Operation Manual (POM), Financing Agreement (FA), World bank’s Procurement and consultant Guidelines and Procurement Plan approved by the World Bank.

b) Seek a professional opinion on compliance by the procurement processes with the general principle of economy, efficiency, equal opportunities, transparency and verify technical compliance, physical completion and price competitiveness of each contract in the selected representative sample of contracts;

c) Review the capacity of implementing agencies (Federal, Regions and Woredas) in handling procurement efficiently, comment on the quality of planning, procurement, contracting, procurement internal control, record keeping and identify reasons for delays, if any and overall, how procurement management facilitates project implementation;

d) Identify any indicators of questionable standards of ethics in the procurement management and oversight environment that make the processes vulnerable to fraud and corruption or collusive and obstructive practices, and report any suspicious cases; and to recommend actions needed to improve project procurement performance in light of deficiencies.

2) Scope of the Procurement Audit

The Independent Procurement Audit (IPA) will cover the procurement transactions carried out in two years from (2023/2024 & 2024/2025) (January 2015-to- January 2017 Ethiopia Fiscal Years) under the Consolidated WASH project.

The procurement audit for the federal level will cover the four Agencies that handle OWNP implementation: Ministry of Water & Energy, Ministry of Education, Ministry of Health and Ministry of Finance. The procurement audit for Regional level will cover the Water, Education, Health and Finance Bureaus of Amhara, Oromia, SNNP, Tigray, Gambella, Afar, Harari, BenishangulGumuz, and Somali Regions and Dire Dawa Administration. The independent procurement audit at woreda levels shall cover 115 Woredas on sample basis.

The sample woredas will be selected by the consulting firm in consultation with each relevant region in order to ensure a broad representation of woredas in the sample.

The Ministry of Water and Energy (MoWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the Services.

The short listing criteria are: (i) Core business and years in business; (ii) Relevant Experience in the field of assignment; and (iii) Technical and managerial capability of the firm.

N.B Individual experts’ bio data/CV is not required to be submitted with the Expression of Interest. Only a summary of educational qualifications and the experience of available personnel are required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Six Edition Feb. 2025 (“Procuremerit Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/ or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the procurement Regulations.
