INVITATION FOR BIDS (IFB)

Ethiopian Trading Businesses Corporation

1. Ethiopian Trading Businesses Corporation has allocated funds to be used for the procurement of the Supply of 480,000 Jute bags.
2. The Ethiopian Trading Businesses Corporation, Procurement, property and facility management team now invites sealed bids from eligible and qualified Firms/Bidder(s) for the procurement of 480.000 Jute bags.
3. Bidding will be conducted through the International Competitive Bidding (ICB) Procedures specified in the Public Procurement and Property Authority, and is open to all bidders from Eigible Source Countries as defined in the Guidelines.
4. Qualifications Requirements:
   • Foreign Bidders shall provide: Valid Business organization registration certificate or valid trade
5. License issued by the country of establishment including copies of the original document defining the constitutional or legal status, place of registration and principal place of business. Foreign Bidders shall be required to be represented by local agents. Domestic Bidders & Local Agent representing. provide:
   • Valid Business License indicating the stream of business in which the Bidder is engaged Related with the subject procurement (Valid for 2017 EC)
   • Commercial Registration Certificate
   • VAT registration certificate issued by the Tax Authority
   • Valid Tax Clearance Certificate issued by the Tax Authority.
   • Tax Payers Registration Certificate issued by the Tax Authority
6. Interested eligible bidders may obtain further information from the Directorate of Procurement and Property Management Central Procurement Team at the address given below from 8:00 a.m. to 12:00 pm and 1:00p.m.- 4:30 p.m.
7. A complete set of Bidding Documents in English may be purchased by interested bidders as of October 29, 2025 Monday-Friday 8:30a.m. 12:00 p.m and 1:30 p.m to 5:00p.m. On the submission of a written Application to the address below and upon payment of a non-refundable fee of Birr 1,000.00 (ETB One Thousand Birr Only) of an equivalent amount in a freely convertible currency. The methods of payment will be cash or cashier’s check Domestic Bidders who intends to bid by their own can get the bid document up on the submission of a confirmation letter stating that they will bid by their own capacity only. Foreign bidders who do not have local agent in Ethiopia and wishes  is to get the bidding document, the document will be sent by registered airmail if required so by the bidder, but under no Circumstances will ETBC be held responsible for late delivery or loss of the document so mailed. For Local Agents who represent a foreign bidder, it is a mandatory requirement to submit an Authorization letter from their respective Principals along with the local agent letter in order to purchase the bid document)
8. The Bidding Documents will be sent by 1st class mall for overseas bidders who send Bark Draft of Birr 1,000.00 (ETB One Thousand Bier Only) or USD 7.00 (USD Seven) or an equivalent amount in a freely convertible currency in addition to the price of the document to the address given below.
9. Bidders shall submit their bids in two envelopes, “Technical Documents and Bid Security” in one envelope and “financial bid” separately in other envelop and the two envelops sealed in on anther outer envelope.
10. Bids must be delivered to the address below at or before 10:30 Am. (Local Time 4:30) on November 19, 2025 Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/ representatives who choose to attend in person at the address below at 10:30 Am. (Local time 4:30) on November 19, 2025 bids must be accompanied by a bid security of Birr 100.000.00 (ETB One Hundred Thousand Only) or USD 680.00 (USD Six Hundred Eighty) or an equivalent amount in a freely convertible currency in CPO, or Bank Guarantee counter guaranteed by Local Bank each lot.
11. From Insurance Company CPO, bank Guarantee will not be permitted and will be rejected.
12. The ETBC reserves the right to reject any or all bids, and to annul the bidding processes at any time prior to contract award, without there by incurring any liability to bidden.
