Terminal Evaluation of the Orphan and
Vulnerable Children Protection Project
Background
FSCE is a recognized & licensed non-profit charitable local NGO working to ensure the fulfillment of protection and development needs of vulnerable children since 1989. FSCE is operational in Amhara, Oromia and SNNPR regional states including the two city administrations (Addis Ababa and Dire Dawa). FSCE’s programs are designed to address the wellbeing of children and youth with a wide range of interventions encompassing three thematic areas of work: child protection, youth empowerment and Advocacy that are extended to children and young people by working with community involving various relevant stakeholders.
Forum on Sustainable Child Empowerment (FSCE), invites qualified and experienced individual consultants or consulting firms to conduct the Terminal Evaluation (TE) of the project titled: ‘Orphan and Vulnerable Children Protection Project in Selected Kebeles of Dire Dawa City.
Purpose of the Evaluation
The terminal evaluation aims to assess the project’s overall performance, relevance, efficiency, effectiveness, impact, and sustainability. It will also capture key lessons learned, best practices, and provide recommendations to guide future interventions for child protection and empowerment programs.
Key Tasks and Deliverables
The evaluation will involve:
- Desk review of project documents and monitoring data
- Field visits and data collection through surveys, interviews, and focus group discussions
- Presentation of preliminary findings to FSCE
- Submission of inception, draft, and final evaluation reports
- Participation in a validation workshop with key stakeholders
Timetable Schedule:
The evaluation is expected to be completed within 45 working days following the signing of contract agreement.
Desired Consultant Qualifications
Interested consultants or firms must demonstrate:
- Advanced degree (MA or above) in Social Sciences, Economics, or related fields
- Proven experience in child protection, trafficking, and vulnerability-related evaluations
- Strong skills in both qualitative and quantitative research methodologies
- Excellent analytical, facilitation, and reporting abilities Experience in similar consultancy assignments (at least three)
Application Requirements
Interested applicants should submit:
- Expression of Interest (EOI) outlining understanding of the TOR, proposed methodology, and work schedule
- Detailed financial proposal (budget)
- Curriculum Vitae (CVS) of team members
- Sample of a recent evaluation report (within the past 24 months)
- Renewed license and Tin Certificate
- Two professional references
