INVITATION TO BID FOR AUDIT SERVICE
1. Background
Benishangul Gumuz Credit and Saving Institution (BGCSI) is one of Government owned Microfinance established in accordance with proclamation No 40/1996 which is currently replaced by proclamation No.626/2009 licensed and registered by the national bank of Ethiopian with ref# 0018 In January 2001 to assist “the poor to avoid poverty” by providing credit and saving services in urban and rural areas in Benishangul Gumuz Regional State.
The Company has business units in lending and saving activities as well as finance and administration units. It operates in Benishangul Gumuz region. By Opening twenty three Branch’s, three districts and Head office in Capital City of the region.
Benishangul Gumuz Credit and Saving Institution would like to invite potential and certified audit firms to enter into agreement for three (3) years to perform, statutory audit service starting from the fiscal year ending 30th June 2025 and the coming consecutive years (2026 and 2027). Thus, interested bidders can purchase a complete set of terms of references (TOR) the Bid purchase starting from October 27, 2025 to Nov 12, 2025 at office working hours from the address mentioned below.
Requirements include but not are limited to:
1. The audit firm must be licensed by the AABE and have a renewed business license.
2. Certificate or competence from the Accounting & Auditing Board of Ethiopia (AABE).
3. Members of the audit team must possess knowledge of IFRS, evidenced by an IFRS Trining ecerticate.
4. The audit firm and it spartners, directors, managers, of members of the proposed audit team must not have been declared insolvent or bankrupt by acourt, must not Have been convicted of any criminal offenses, fraud, forgery, financial crime, or other legal activities; must not be defaulters of Any microfinance institution or other financial institution, and must not be defaulters of any tax obligations.
5. The external auditor, their partners or audit team members, as well as their associates, Must not operate any deposit accounts or be director indirect borrowers or users of our micro finance institution.
6. VAT and TIN registration certificate.
7. Tax clearance certificate for 2017 E.C.
8. The firm’s organizational profile.
9. Evidence of previous experience in providing audit services in similar organization (Micro Finance).
10. Audit firms shail submit for three (3) years clearly stated FY 2025 (July 1, 20224 to June 30, 2025), FY 2025 (July 1, 2025 to June 2026) and FY 2026 (July 1, 2026 to June 30, 2027) audit service price including VAT and other expenses separately.
11. Bids must be in English, and include one original and one copy.
12. Benishangul Gumuz Credit and saving institution reserves the right to accept or reject any or all bids.
13. Interested bidders may purchase a complete set of bidding documents beginning from the date of announcement of the bid upon payment of a non-refundable birr 500 (Five Hundred Birr Only) to our temporary office at Addis Ababa. Bid shall be submitted into the tender box prepared for this purpose before 27 October 2025 at Assosa university branch office located at Addis Ababa Gulale around Pawelose Hosptal.
14. Anticipated period of performance: October 27, 2025-November 12, 2025.
