Invitation to Bid

Sidama Region Road Development and Transport Bureau hereby invite sealed bids from interested and eligible Grade-4 up to Grade-6 GC and RC contractors for the procurement of the following Projects.

1. Bidding will be conducted through the National Competitive Open Bidding (NCB) procedure as specified in the Regional Government Public Procurement Directive and is open to all bidders.

2. Companies who can participate in the bid must have Grade-4 up to Grade-6 GC or RC contractor’s License, VAT Certificate, Tax Clearance certificate valid for the bid submission deadline, registration certificate as a contractor in the list of PPA. Documents evidencing these requirements have to be submitted together with the bid documents for evaluation purposes.

3. Bidders can purchase the bid documents from Sidama Region Road Development and Transport Bureau Finance Directorate first floor, upon payment of a non-refundable fee of ETB 1,000 (one thousand Ethiopian Birr) for each project without the need for presenting the legal documents and only by filling and putting the bidder’s official stamp on the application form available in the bid selling address mentioned here below.

4. The bid documents comprising one original and three copies of the technical and financial proposal should be submitted in two envelopes separately, the first envelope leveled as “TECHNICAL PROPOSAL” and the second envelope “FINANCIAL PROPOSAL” and the two envelopes sealed in another outer envelope.

5. Bids must be delivered to the address below on or before [the 10th working day starting from notice on the newspaper. If the 10th day is not a working day the bid submission will be on the next working day. The time will be the same time & 12:00 PM]. The envelopes will be opened immediately after the bid submission deadline in the presence of bidders/representatives who choose to attend in Sidama Region Road Development and Transport Bureau 1″ floor. (10 days are working days)

6. Each bid must be accompanied by a bid security ETB 250,000 (two hundred fifty thousand Ethiopian birr) and birr & this bid security shall remain in force up to [120+28 days] in the form of Certified Cheque, Cashier’s Payment Order (C.P.O.) or Unconditional Bank Guarantee issued by recognized by local bank.

7. Bids shall be valid for [120] days after bid opening date.

8. Interested bidders may obtain further information at the address below from 8:30 AM to 12:30 PM and 1:30 PM to 5:30 PM.

9.Bidders with one or more ongoing projects with the sidama Road Development and Transport Bureau where the work and physical progress completion is less than 70% and who lack a recommendation letter from the bureau by the bid closing date, are not eligible to participate in the bid.

11. Sidama Region Road Development and Transport Bureau reserve the right to reject any or all bids.
