Awards: It is anticipated that there will be one award. Issuance of this Request for Proposals does not constitute an award commitment on the part of Cuso International nor does it commit Cuso International to pay for costs incurred in the preparation and submission of a proposal. 

2. TERMS OF REFERENCE

Project Overview

Partnering with the Institute of International Education (IIE), Cuso International has been implementing a project called Promoting Greater Access to University for GIRLS (“U-GIRLS-2”). This project is funded by the Government of Canada through Global Affairs of Canada (GAC).  U-GIRLS 2 project aims to increase access to higher education for high school girls in Ethiopia by applying a holistic, multi-sectoral approach to empower girls and young women through quality education. The project targets five districts in Benishangul-Gumuz Regional State (BSG) and will support economically disadvantaged high school girls and high school girls with special needs. This initiative is the result of an intensive participatory design process led by Cuso International with its technical partner IIE, and local partners, including the Bureau of Education, Bureau of Women, Children and Youth, Bureau of Finance and Economic Development.

Whereas U-GIRLS 2 Project is a five-year project aimed at girls aged 15 to 25 in the Benishangul-Gumuz Region, as well as their families and communities, to address existing gender barriers that impede girls’ ability to stay in school.

Through which the adolescent girls will receive academic resources, training and tutorials, and a financial stipend to allow them to focus on schoolwork. Supports will also be provided to teachers and schools in providing gender responsive education systems and schools. Correspondingly the U-GIRLS 2 project will help to address some of the disparities existing in girls’ access to education. That, in turn, will contribute to better participation of women in leadership and politics in the region. 

The project aims at addressing all the gender barriers and promoting girls’ education through different training packages. Among these training packages is a gender sensitization training provided for training facilitators (resource person’s), community leaders, schoolteachers and communities and district level gender focal persons who will then expected to cascade similar trainings for the families and guardians of project participants as well as community members. 

The targets of the project for whom this training manual is intended be delivered are, with different educational backgrounds (Literate, semi-literate and illiterate). Therefore, the training manual is expected to be comprehensive and inclusive. Illustrations, character development and content review are the main tasks expected on this mission whereas graphics design and printing of the training manual into a handbook will be the final delivery.
 
Scope of work and expected outputs / deliverables:

Cuso international Ethiopia has an Amharic gender sensitization training manual which has been being used to facilitate trainings at community level for its U-GIRLS 2 project target. The training content was published two years ago. Cuso International would like to refine and review with emerging topics and enhance the training manual with graphic design and visual arts to be adult friendly and accessible by people with low literacy. Therefore, it would like to invite competitive firms / social enterprises with a first-hand experience to deliver the following tasks:

  • Review the Amharic training manual content using culturally and politically acceptable expressions and developing with relevant and emerging ideas/contents.  
  • Provide additional activities and group discussion points under each topic/ session of the Training manual as needed.
  • Translate the Amharic version of the manual into English language 
  • Provide a sample publication of the final training manual in both Amharic and English Languages  

Final Deliverables:

1. A final draft of training manual with a creative layout design in Amharic and English Languages. 

2. A finial draft of the Amharic training manual will not exceed of 70 pages, and the final draft of the English Language will not exceed 60 pages. 

Timeframe and deadlines: This assignment is urgently needed so it is likely to commence immediately after the tender winner is announced. Final deliverables (both in Amharic and English versions) are expected to be delivered by December 15, 2025

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

1. Minimum of 3 years of relevant work experience in the field of training, in Gender, women right and Gender equality and girls’ education

2. Demonstrated knowledge and experience in developing   training modules for youth and adults both at urban and rural settings. 

3. Demonstrated experiences in the art of facilitation skills and high language proficiency both in Amharic and English Languages 

4. The consultant shall present an example / an actual product of similar work done previously along with the technical proposal. 

5. A postgraduate or equivalent qualification in Gender, Social Sciences, or any other relevant discipline.

6. Relevant regional and international experience will be an added advantage.

For the award of this assignment, the Client has established evaluation criteria that govern the selection of offers received. The evaluation is made on a technical and financial basis. It is recommended that a total of 70% for technical analysis based on the stated criteria above as well as approaches and methodologies presented to conduct the assignment. Then, the remaining 30% for financial analysis. For the technical analysis, a supplier must score 35% and above to be considered in the financial analysis.

1. Cuso International reserves the right to deal with any tender of its choice or any or all parts of the tender and to purchase items from various tenders. 

2. Cuso International is not bound to accept the lowest offer or any offer. 

3. This request for a tender is not a contract or an offer into a contract but is a request for a quotation for the goods/services indicated in this document. However, a contract will be established based on the tender decision. 

4. Respondents are bound by their offer for a period of 60 days from the closing date of bids. 

5. Cuso International is in no way responsible for any costs associated with preparing the tender response. 

6. Cuso International reserves the right to alter the dates of the tender timetable. 

7. Cuso International will inform each respondent to the tender of the decision on their offer through a letter of engagement if successful, or otherwise by email. 

8. Cuso International is not obliged to justify or explain selection to any respondent. Respondents are encouraged to contact Cuso International for any information required to submit a competitive bid.

Tenders must be submitted in four (4) separate Sealed envelopes, bearing the bidder’s official seal, and clearly marked TECHNICAL and FINANCIAL “Original” and “Copy”, and must include the bidders’ name, and contact address, as well as the Tender title and Tender reference number. 

Tenders must be submitted in the bid box prepared for this purpose at Cuso International, Ethiopia Country Office on November 10 before 11:00 A.M (Local time)

Cuso International Ethiopian CO Committee will open tender responses on the same date at 2:00 PM. at its own discretion.

Cuso International reserves the right to accept or reject this bid, in partial, or in its entirety.
