Mercy Corps is an international, non-governmental humanitarian relief and development organization that exist to alleviate suffering and poverty by helping people build secure, productive, and sustainable community driven changes.

Mercy Corps invites your company to submit technical and financial proposal for “Access to Tailored loans for Low-Income mothers and MSMEs in the childcare Ecosystem in Addis Ababa”.

If you are interested in participating it, please submit your Technical and Financial Proposal according to the guidelines below.

Bidders can submit their proposal document only through et-tender-questions@mercycorps.org  until Feb 03, 2026, at 5:00pm and any submission after the mentioned date and time will not be accepted.

Eligible partners must:

• Operate an existing loan or financial product for at least 1 year.
• Demonstrated commitment to gender inclusion and innovation in product design.
• Have experience in MSME financing, social transfers, or targeted subsidies in Ethiopia.
• Demonstrate capabilities in loan management, financial literacy, providing BDS and fraud prevention.
• Provide user support to non-digital native clients.
• Be registered and licensed to operate in Ethiopia.

Evaluation Criteria

• Experience in providing tailed loans for MSMEs and vulnerable women– 35.71%
• Relevance and usability of existing loan product– 21.43%
• Technical soundness & adaptability– 14.29%
• Financial proposal- 28.57%
