Invitation to Submit Company Profile & Proposals for Two-Stage Engagement: Modernization of In-House IT Applications

BGI Ethiopia PLC hereby invites qualified and experienced software development firms to submit proposals for a Two-Stage Engagement for the Modernization of non-core, In-House developed business application modules, consisting of:

• Stage-1 (Mandatory): Discovery, Assessment, and Requirements Definition
• Stage-2 (Optional/ Conditional): Implementation, Modernization, and Stabilization of Applications

Scope of Engagement

The project covers 21 internal business application modules developed over several years using mixed technologies including procedural PHP,

Laravel, ReactJS, and legacy MySQL databases.

The engagement aims to:

• Reduce technology debt
• Modernize legacy applications
• Standardize architecture
• Improve supportability and documentation
• Deliver secure, scalable, and maintainable enterprise systems

Eligible and Interested Vendors Must Provide:

1. Stage-1 Technical Proposal

• Discovery methodology
• Detailed deliverables
• Project plan & timeline
• Proposed team structure.

2. Stage-1 Financial Proposal

• Fixed price or clear pricing model

3. Stage-2 Indicative Proposal (non-binding)

• High-level modernization approach
• Architecture principles
• Implementation methodology
• Estimated cost structure

Vendor Qualification Requirements

Vendors must demonstrate:

• Proven experience in enterprise-grade application development
• Strong expertise in modern frameworks & application modernization
• Capability in system discovery & technical assessments
• Solid documentation and knowledge transfer practices
• Demonstrated success in reducing technical debt and modernizing legacy systems

Submission Deadline

All proposals must be Submitted On or before February 10, 2026, at 4:30 PM (local time)
