Qualification Requirements

  • Certificates of satisfactory execution of contracts

    Proof of Satisfactory Execution

    Bidder must submit: Certificates of Proof of Satisfactory Execution for contracts executed in similar assignments within the last three years.

    The contracts are demonstrably “similar assignments.”

    Clear proof of satisfactory execution (e.g., completion certificates, client testimonials) is provided for each contract.

    The average budgetary size of the demonstrated contracts is a minimum of ETB 100,000,000. If only one contract is submitted, its value must be at least this minimum.

  • Signed & Stamped Anti-Bribery Pledge Forms

    Bidder MUST submit signed and stamped Anti-Bribery Pledge Forms, including an Anti-Bribery/Corruption Declaration confirming their commitment to ethical business practices.

  • Transportation Plan

    Bidder Must Submit Details of the planned logistics route and the capacity to handle the required volume.

  • Onsite Warranty Letter

    Bidder MUST submit an Onsite Warranty Letter guaranteeing to replace defective parts within the warranty period specified in the tender document at the bidder’s cost, including transportation and labor to the worksite in Ethiopia. The letter MUST detail the terms and conditions, the process for rectifying faults, and include any extra warranty period documentation.

  • Signed & Stamped Anti-Bribery Pledge Forms

     

    • Bidder must submit: A signed and stamped Anti-Bribery Pledge Form, serving as an Anti-Bribery/Corruption Declaration.
    • Evaluation Criteria:The form is explicitly titled “Anti-Bribery Pledge Form” or “Anti-Bribery/Corruption Declaration.”
    • The form is signed by an authorized signatory of the bidder and bears the company stamp.

    Annual turnover required from the Bidder is ETB 100,000,000 (one Hundred Million Birr), calculated as total certified payments received for contracts in progress or completed over the last three (3) years.

    • Bidder must submit: A complete copy of the company’s Article of Association.

  • Bid Security

    Bidder MUST submit the bid security in hardcopy to the designated address before the bid submission deadline, in the form of a CPO (Certified Payment Order), Bank Guarantee, or Bid Bond, made out to the Ethiopian Roads Administration.

    Bidder has to submit financial statements certified by an independent auditor as required in ITB Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria

    in the case of a bid submitted by a joint venture (JV), the Bidder has failed to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1
