Subject: Invitation to Bid for Sub-Contract Works – Geotechnical Investigation of Bridge Foundations for Ambla-Chagni Road Project (Lot 4)

1. Background

Melcon Construction PLC, the Main Contractor for the “Debre Markos – Debre Elias – Temcha – Kuchi – Ayehu – Zegem – Chagni Road Project; Lot 4: Ambla-Chagni Road Project,” hereby invites eligible and qualified Sub-Contractors to submit their bids for the Geotechnical Investigation of Bridge Foundations as per the attached Terms of Reference (TOR) and in compliance with the Project’s Special Provisions and Bill of Quantities.

2. Scope of Works

The scope includes, but is not limited to:

• Mobilization and demobilization of drilling rigs and equipment.
• Drilling of boreholes, soil and rock sampling, SPT testing, groundwater monitoring.
• Laboratory testing of collected samples.
• Preparation and submission of a detailed Geotechnical Investigation Report.

3. Eligibility Criteria

• Interested bidders must meet the following minimum requirements:
• Valid renewed Business License for 2017 E.C.
• Valid Tax Clearance Certificate.
• Proven experience in similar geotechnical investigation works for bridge foundations.
• Availability of qualified personnel (Senior Geotechnical Engineer as specified in the TOR).
• Ownership or access to suitable drilling equipment meeting the specifications in the TOR.

5. Bid Submission

Sealed bids comprising Technical Proposal and Financial Proposal in separate envelopes must be submitted to the address below no later than 2:00 PM on January 14, 2026.

Bids must be clearly marked:

“Technical Proposal – Geotechnical Investigation, Ambla-Chagni Road Project, ITB No. MC/ACP/GEOT/2025/002”
“Financial Proposal – Geotechnical Investigation, Ambla-Chagni Road Project, ITB No. MC/ACP/GEOT/2025/002”

6. Bid Opening

The bid opening ceremony will be held on February 14, 2026, at 3:00 PM at the Melcon Construction PLC Head Office. Bidders or their authorized representatives are welcome to attend.

7. Clarifications

Any requests for clarification regarding the bid documents must be submitted in writing to the email Markyiheyis@gmail.com  at least 7 days before the submission deadline.

Melcon Construction PLC reserves the right to accept or reject any or all bids without providing any reason.
