NOTICE OF INVITATION FOR BID

1. Yencomad Construction Plc has entered contract agreement with Ethiopian Roads Administration (ERA) for the Construction Works of Alemgena Butajira Hossana Sodo Road Project Contract 1: Alemgena Butajira (120km) & Adadi Mariam Spur (12.7Km) Road Project

2. Currently, the project is under construction. Besides. Yencomad has intended to sub-contract (sublet) site clearance and earth works of Adadi Mariam Spur (from km 0+000 to km 12+700) to eligible bidders.

3. The project road is located in the central part of the country. The works under this bid consists of the construction of site clearance and earth work (road bed preparation, cut and borrow to fill. cut to spoil and capping layer] works as per the Specifications and drawings within Adadi Mariam Spur (12.7Km) Road section.

4. Yencomad Construction Pic now invites eligible bidders, which fulfill the following requirements, to submit sealed bids for the construction of works mentioned in item(3)

The bidders shall have a certificate of registration from Ministry of Urban Development and construction with Category of GC-S/RC-S and above inclusive; and renewed for 2018 EC and other appropriate documentary evidences demonstrating the bidder’s compliance which shall include:

(i) Its trading license renewed for 2018 E.C

(ii) Its tax clearance certificate valid at least at bid submission date that permits the bidder to participate in any public tender, and VAT registration certificate; and

(iii) Registration as supplier in the list of the mandated public body, i.e. Public Procurement and Property Administration Agency (PPPAA)

(iv) Bidders who fail to provide valid documents mentioned under item 4 (i), (ii). (i), above will be rejected from further evaluation.

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedure, specified in the bidding documents. and is open to all eligible bidders. The detail qualification criteria are stated in the bidding document.

6. interested eligible bidders may obtain further information and inspect the bidding documents at Yencomad Construction plc at the address given below, from 8:00 to 12:00 am and 1:00 to 5:00 pm from Mondays to Fridays and 8:00 am to 1:00 pm on Saturday. A complete set of the bidding documents in English may be purchased by interested bidders on submission of a written application and presentation of the documents. mentioned under item (4) above to the address below and upon payment of a nonrefundable fee of ETB 1000, effective as of February 10, 2026 GC. The method of payment shall be in cash.

7. Bidders shall submit two envelopes. “Qualification Application & Bid Security” in one envelope and “Financial Bid” in the other envelope, the two envelopes shall be sealed in an outer envelope.

8. Evaluation is to be carried out in one stage. Technical qualification application and financial proposal will be opened at the same time.

9. Bids must be delivered to the address below before March 06 2026 GC at 2:30 P.M. All Bids Must Be Accompanied By a Bid Security of ETB 100,000.00 (ETB: One Hundred Thousand). Late. bids will be rejected. Technical qualification information and Bid security and financial proposal of the bidders will be opened in the presence of bidders’ representatives who chose to attend at Yencomad Construction Plc Head Office 2nd floor, on the final date and time of bid submission as stated above.
