Invitation to Bid

Procurement reference number: Re-Bid No 11/2018

1) The Ethiopian Petroleum Supply Enterprise (EPSE) has funds within its budget to be used for the procurement of consultancy service for conducting customer satisfaction survey/study

2) The Ethiopian Petroleum Supply Enterprise invites sealed bids from experienced and competent bidders with sound technical capabilities fulfilling the Bidders’ Pre-Qualification Criteria (PQC). for conducting customer satisfaction survey/study

3) Bidding will be conducted in accordance with the open national tendering procedures and is open to all bidders where a consultant will be selected under Quality and Cost Based Selection Method (QCBS) where award is given to the bidder that fulfilled the Pre- Qualification Criteria and has scored the highest Combined Technical and Financial Score. From the total merit points to be given for proposals submitted by Bidders the share of Technical Proposal shall be 80% and the remaining 20% shall be the share of Financial Proposal,

4) Bids shall be submitted into two separate outer envelopes, the first envelope containing the original and copy of the technical proposal envelopes; the second envelope containing the original and copy of the financial proposal envelopes

5) Interested eligible bidders may obtain further information from EPSE and inspect the bidding document at the address given below at 10(a) from: 08:00 to 12:00 hours AM und 01:00 to 05:00 hours PM.

6) A complete set of Bidding Documents prepared in the English language may be obtained by any interested bidders, at the address below at 10(b) upon payment in cash, a non-refundable fee of Ethiopian Birr 300.00 (Three Hundred Birr Only)

7) Bids must be delivered to the address below st 10(c) st or before 9-3-2026 10 hours AM Addis Ababa time

8) Bids must be accompanied by a bid security of 50,000.00 Ethiopian Birr and shall be in CPO or a Bank guarantee or Bank certified cheque issued by a Bank established in Ethiopia. Late bids shall be rejected. The bid security shall be contained in the original technical proposal envelope if it is not sent directly by the Bank to the Purchaser or handed over at the time of bid opening.

9) Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below at 10 (d) at 9/3/2026 10:05 hours AM Addis Ababa time,

11) The EPSE has the right to accept or reject any or all Bids without assigning any reason.
