• Registration in the FPPA’s Suppliers List

  Having been registered in the Public Procurement and Property Administration Agency’s Suppliers List in accordance with ITB Clause 4.7.

• VAT registration certificate

   Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6

• Debarred by decision of the FPPA

   Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

• Number of staffs

  At least 6 staff currently work for the Bidder.

• Personnel for the key positions

  Among the staff mentioned in Sub-Clause 2.1 Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements;

• History of non-performing contracts

  on-performance of a contract did not occur within the last 3 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

• Equipment for the implementation of the contract

  The Bidder must demonstrate that it will have available for the implementation of the contract the following equipment listed hereafter:

• Valid trade license or business organization registration certificate

  Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6.

• Financial Resources

  The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement ETB  5,000,000.00 (Five Million Birr).

• Annual Turnover

  The average annual turnover calculated as total certified payments received for contracts in progress or completed for the last five years in construction sector shall not be less than 18 Million Birr. Testimony of audited report must be attached.

• Historical Financial Performance

  Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the last 5 year to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability. Notwithstanding with the above article, local contractors with fewer than five years of operation may submit a financial accompanied by a valid trade registration certificate or business license.

• Nationality

  Bidder does have nationality in accordance with ITB Clause 4.2.

• conflict of interest

  Bidder is found to have a conflict of interest as described in ITB Clause 6;

• valid tax clearance certificate

   Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6.

• General experience

  Grade 1 and Grade 2 Five years of experience. Grade 3 three years of experience. Grade 4 and Grade 5 Two years of relevant experience in Construction Sector as Contractor, Subcontractor or Joint Venture.

• Specific Experiance

  The Bidder has successfully participated as prime contractor, in at least 1 contract within the last 10 years, with a value of at least Birr 15,000,000 that have been successfully and substantially completed and that are similar to the proposed Works.
