Contract Title: Goda Hara Comprehensive Health Post

1) The East Wollega Zone Finance Office together with the East Wollega Zone Health Office now invite wax-sealed bids for eligible bidders to all National contractors of Category GC-4/ BC-3 and above that shall submit Certificate of Competency of Registration from Ethiopia Construction Authority /Oromia Construction Authority renewed for the Year 2025/2026 (2018 EC) and who have renewed their Trade license for the current fiscal year (2018E.C) and have VAT registration certificate & Tax Clearance Certificate valid during the bidding period from the Concerned Governmental Body.

2) Bidding documents may be purchased from the respective East Wollega Zone Finance Office, for a non-refundable fee of Birr 2000.00 (Two thousand ETB only) at working hours, commencing from 09/02/2026. The method of payment shall be in cash.

3) Bids shall be valid for a period of 120 days after bid opening and must be accompanied by a bid security of 400,000.00 (Four hundred thousand) ETB in the form of either CPO or unconditional bank guarantee and shall be delivered to the respective East Wollega Zone Health Office, scaled in Separate envelope along with the envelope of the Technical and financial documents.

4) The Technical document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & x sealed in a separate envelope clearly marking “Original”, “Copy I”& “Copy 2”. Failure to do so would entail rejection of the bid

5) The Financial document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & wax sealed in a separate envelope clearly marking “Original”, “Copy 1”& “Copy 2”. Failure to do so would entail rejection of the bid.

6) The Technical, financial and the bid security documents will be sealed in one single outer envelope of the bidder shall be submitted to The Respective East Wollega Zone Health Office, before the deadline for bid submission.

7) Late bids shall be automatically rejected,

8) The deadline for bid submission shall be at 10:00 AM in the Morning of 22 calendar days starting from bid award on Addis Zemen News papers & the bids shall be opened on the same date at 10:30AM in the morning, at which time the Technical Documents will be opened, in the presence of the bidders or their representatives who wish to attend.

9) The results of the Technical evaluation shall be notified with an internal notice

10) The financial documents of those who have scored 70% and above on the technical evaluation will be subsequently opened after an issuance of an official notice by the respective East Wolega Zone Finance Office.

11) The results of the financial evaluation shall be notified with an internal notice board.

12) Misplacing of documents which is not as ITB would be a cause for rejection of the bid document.

13) Completion time for the construction work shall be 180 calendar days.

14) The East Wollega Zone Finance Office reserve full right to reject any or all Bids.
