INVITATION FOR OPEN NATIONAL COMPETITIVE BIDDING (ONCB)

The South West Ethiopia Peoples’ Regional State (SWEPRS) Health Bureau invites eligible and qualified bidders to submit sealed bids for the Supply, Delivery, Installation, Testing, and Commissioning of Solar Photovoltaic (PV) Power Systems for selected comprehensive Health posts and basic Health Posts under the UNICEF Program. The procurement is organized into two lots as follows:

Lot 1: Supply, Delivery, Installation, Testing, and Commissioning of Solar PV Systems for the specified comprehensive Health posts.

Lot 2: Supply, Delivery, Installation, Testing, and Commissioning of Solar PV Systems for the specified basic Health Posts

Scope of Supply

The procurement consists of the supply, installation, testing, and commissioning of Lot

1: Comprehensive Health Post Solar Power Systems and Lot 2: First Generation Health Post Solar Electrification and Lighting Accessories, including warranty services, as specified in the bidding document.

Eligibility Requirements

Interested bidders shall submit copies of:

• Valid business/trade license in the field of Electrical Engineering, Electromechanical
•  Engineering, Renewable Energy Systems, Solar Energy Installation, Electrical Works, or related fields.
• Valid Tax Identification Number (TIN) Certificate;
• VAT Registration Certificate;
• Electromechanical Supply and Installation License Grade 5 and above;
• Valid Tax Clearance Certificate;
• Documentary evidence of experience in the supply and installation of solar power systems;
• Manufacturer’s Authorization Letter or Authorized Distributor Certificate for Solar PV
• Modules, Inverters, Batteries and Charge Controllers
• Evidence of successful completion of similar solar electrification projects.

Bid Documents

Interested eligible bidders may obtain the bidding document from the Procurement and Property Administration Directorate of the SWEPRS Health Bureau during working hours upon payment of a non-refundable fee as specified in the bidding document.

Bid Security

All bids shall be accompanied by a Bid Security of ETB 200,000.00 (Two Hundred Thousand Birr) in the form of an Unconditional Bank Guarantee or Certified Payment Order (CPO) issued by a reputable bank. The bid security shall remain valid for sixty (60) days, corresponding to the bid validity period.

The bid submission deadline shall be twenty-one (21) consecutive calendar days from the date of publication of this Invitation in the Addis Zemen Newspaper. The bid submission shall be closed at 8:00 A.M., and bids shall be opened at 8:30 A.M. on the same day.

If the submission deadline falls on a public holiday, weekend, or any non-working day, the deadline shall automatically be extended to the next working day at the same and place.

Bids will be opened in the presence of bidders’ representatives who choose to attend immediately after the bid submission deadline at the SWEPRS Health Bureau Meeting Hall.

Late bids shall be rejected and returned unopened.

Employer’s Right

The SWEPRS Health Bureau reserves the right to accept or reject any bid, wholly or partially, and to annul the bidding process at any time prior to contract award without incurring any liability to bidders.
