INVITATION TO CONSULTANCY SERVICES FOR BEST PRACTIC AND LESSON LEARNING DOCUMENTATION

Invitation Reference No: VSF-G/ETH/2026/14/ Department of State project in Afar, Borena and South Omo Project.

VSF Germany, is an International Non-Governmental Organization, invites interested consultancy firms to provide consultancy Services to capture Best practice and lesson learn of DER BOASS project in targeted woredas of Afar, Borana (Oromia) and Somali and South Ethiopia) with the fund obtained from US DOS project entitled “Drought Emergency Response Project in Afar, Borena Somali and South Ethiopia Regions (DER BOASS)”.

1. Potential consultancy firms who are eligible to document the institutional best practices and lessons learned from the 3-year DERR-BOASS project are invited to participate in the bid. To ensure quality control, sub-contracting out this assignment is strictly forbidden. Comprehensive specifications of the assignment are detailed in the Terms of Reference (TOR).

2. Potential Firms are expected to submit technical and financial offers as one document but in a Separate envelope for original and copy documents.

3. Financing by: Department of State

4. Tendering will be conducted through open local tender procedure

5. Terms of Reference (TOR) for the assignment can be obtained from VSF-Germany Country Office located in Addis Ababa, Yeka Sub City, Woreda 7. House No. 749, around Wuha Limat, behind Holiday Hotel, tel. +2516662451/0911164089 during Office hours from 8:30AM-5:00PM.

6. Both technical and financial proposal must be submitted by stating the title, with sealed envelope at or before 4:00 PM on Tuesday June 23, 2026 to VSF- Germany Country Office, Addis Ababa. The technical and financial offer must be placed separately in a sealed envelope.

7. Failure to comply with any of the conditions indicated above will result in automatic rejection.
