The Government of Federal Democratic Republic of Ethiopia has received grant finance from African Development Bank) towards the cost of Borana Resilient Water Development for Livelihoods Program Phase II and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy service to undertake mid-term revie of the project. The objective of the project is to increase access to climate resilient, gender-sensitive, integrated, and sustainable water supply and sanitation services for communities and livestock in the dryland pastoral areas of Borana, helping to reduce hardship from recurrent droughts and water scarcity.

The Mid-Term Review of the of the project assess the overall performances and progress toward achievement of the objective and expected results of the programs and identify challenges the program is facing un the two phases then provide direction and adjustments needed in the remaining programs implementation period. This review will also critically examine and assess the relevance, effectiveness, and efficiency of the respective program implementing Manuals (PIMS) in guiding the implementation of the programs.

The MTR is a critical management and accountability tool and the assignment that will:

  • Assess progress towards the development objectives of both Phase I and the proposed Phase II as per the Results Framework.
  • Provide an evidence-based analysis of performance and identify constraints, risks, and mitigation effectiveness.
  • Evaluate implementation performance (technical, financial, procurement, safeguards, governance).
  • Generate actionable recommendations enhance implementation efficiency, effectiveness, and long-term sustainability.
  • Specifically review the adequacy and implementation fidelity of the Program Implementation Manuals (PIMS) for both phases.
  • Inform strategic decision-making for the remainder of the program and provide lessons for future similar operations in Ethiopia and the region.

Scope of the service:

The MTR will cover the period from program effectiveness to the date. The scope is divided into four distinct but related parts:

Part A: Review of BRWDILP – Phase I (BRWDILP I)

Part B: Review of BRWDILP – Phase II (BRWDILP II)

Part C: Review of Water Quality

Part D: Review of Program Implementation Manuals (PIM I and PIM II)

Duration of the Service

The total duration of the assignment is 75 calendar days (2.5 months).

The Ministry of Water and Energy now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. They should provide a list of brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank’s website at http://www.afdb.org.
