Background

The purpose of this bid is to attract a qualified vendor that can Rehabilitate/Reconstruct Wash Facilities For 8 Schools in The Tigray Region.

It has been explained about the objective, requirements of the bid and details of the bid document, what is expected from bidders, eligibility requirements, submission requirements, and related details of the bid document.

UNICEF has the right to consider multiple contractors for this bid.

Bidders are strictly advised to use the financial proposal format shared by UNICEF.

Bid Submission Technical & Financial

Proposers can submit bids as below:

Full proposals should be submitted via the secured e-mail: ETH-Tenderconstruction@unicef.org

Modality of Submission:

 

(i) Bids must be split into 2 (two) separate emails as follows: (i) Technical Proposal (TP) – All TP must be submitted in PDF format. The TP SHOULD NOT CONTAIN any information relating to prices or fees. All legal, credential and any other document submitted in the TP should be clearly scanned and visible. Email subject line must be titled “LRFP-920418-Technical Proposal-Company Name)”.

(ii) Financial Proposal – all information relating to prices or fees must be entered into the attached BoQ and submitted in an e-mail as an attachment in both PDF (fully stamped) and Excel Versions. Email subject line must be titled “LRFP-2026- 920418 -Financial

Proposal-(Company Name).

 

 

Bidders need to know that they should send their proposals in good time as UNICEF will not be responsible for offers received after the bid submission deadline.

Important note:

* Financial offers can only be quoted in Ethiopian Birr

* Any bid that is submitted to both technical and financial proposals in a single email will be automatically disqualified.

* Financial proposals submitted as links or through a link will be invalidated.

* Technical proposals can be submitted as a link or through links after requesting and gaining the necessary approval through:

Site visits

It is MANDATORY to have field visits for bidders to have a realistic idea of what they are offering.

Bidders are required to provide Evidence of site visit:

· Official letter from the school administration or Woreda Education Bureau/WED/ regarding the site visit conducted by the bidder

· Photos (to be submitted by Bidders)

Site visits help bidders understand the location, site condition, the project scope details, so they will be able to make an informed quote for their bids.

Furthermore, contractors must be mindful that the purpose of site visits is only to tour around and have a better understanding of the site. Raising technical questions is not allowed at the time of the visit and such type of question can only be addressed through formally placing a clarification question with the dedicated e-mail for that.

 

A contractor is mandated to submit proof of site visits of all schools that are comprised in a lot that it wishes to participate in with the technical proposal.

 

Site visits are permitted up until the final date for bid submission.

The requirement of a bid bond for this Bid

UNICEF does not need a bid bond from the bid participants, it’s free of any charges.

Clarification regarding Performance Guarantee in the form of Bank Guarantee

As stipulated in the standard contract, the performance bond must be provided exclusively in the form of unconditional Bank Guarantee. Likewise, the contractor is required to submit a guarantee covering 10% of the total project cost upon contract

award.

Is registration to UNGM mandatory for this bid?

UNGM Registration is mandatory not only for UNICEF but for all UN agencies currently and yes, UNGM registration is mandatory for this bid submission with a link – www.ungm.org

Audited Financial Statements required for this bid.

Interested Bidders are advised to take note of the following when compiling their technical proposal (TP) for submission:

v Recent audited financial statements for the last four years should be part of your technical proposals.

v The Financial statement for the most recent 12 months (one year) is required to be attached with

your TP.

Are advance payments allowed

UNICEF’s procedure prohibits advance payments to mitigate associated risks. Yet, our payment schedules are lump-sum based, releasing a specific amount upon achieving key deliverable milestones and demonstrating successful performance. This allows contractors to maintain cash flow.

Payment schedule and distribution

Contracts will be awarded to vendors with the best offers having payment schedules that are aligned with agreed payment deliverables.

 

The UNICEF Construction Contract operates on a lumpsum basis. Bidders should note that cost revision will not be entertained unless otherwise instructed by UNICEF and approved prior to work execution.

Item lines in the BoQ that need to be clarified:

-Lean concrete

-Linking problem

-Provision of drawings for new constructions

The 5 cm layer is lean concrete (C-5, 150 kg cement/m³) used as a blinding layer under masonry and other structures. However, the 15 cm thick C-25 mass concrete is not lean concrete. It is C-25 structural concrete and should be treated and measured as C-25 mass concrete, not as lean concrete.

 

 

The linking issue can be corrected during the arithmetic check. However, entering the unit rate is mandatory.

 

Most work is rehabilitation. We’ll provide on-site sketches if required, and details for the water points are attached.
