OPEN TENDER INVITATION
Open Bid No: OIPDC 02/2019

The Oromia Industrial Parks Development Corporation (OIPDC) intends to procure the following goods for the 2019 Ethiopian Fiscal Year, divided into different lots, through an open competitive tender:

Lots-

• Lot 1: Procurement of uniforms for employees,
• Lot 2: Procurement of cleaning materials,
• Lot 3: Procurement of vehicle tires,
• Lot 4: Procurement of stationery materials. Accordingly, interested bidders may participate in the tender by fulfilling the following requirements:

1. Bid Security:- Each bidder shall submit a Bid Security of Birr 50,000 (Fifty Thousand Birr) for each lot in the form of a CPO or an unconditional Bank Guarantee, valid for at least four months, issued in the name of the Oromia Industrial Parks Development Corporation. The original Bid Security shall be submitted together with the bid documents.

2. Purchase of Tender Documents:- Bidders may purchase the tender document from the Finance Department of OIPDC, on working days and during working hours, from the date on which this tender notice is published in the newspaper until meskerem 24, 2019 E.C., upon payment of a non-refundable fee of Birr 1,000 (One Thousand Birr).

3. Eligibility and Legal Documents:- Each bidder shall submit copies of the following valid and relevant legal documents: Renewed Trade License; VAT Registration Certificate; TIN Certificate; Business Registration Certificate; Tax Clearance Certificate issued by the relevant Revenue Office; and Supplier Registration Certificate/List Registration, as applicable.

4. Submission of Bids:- Each bidder shall prepare and submit the required Technical and Financial Proposal in one envelope, containing the original and a copy separately identified and signed, in accordance with the single-envelope submission procedure. The bid shall be properly sealed and deposited in the designated tender box within the period specified in this tender notice. 

5. Evaluation and Award:- The winner of the tender shall be determined in accordance with the criteria and procedures stipulated under Section 3 of the SBD (Standard Bidding Document).

6. Bid Submission Deadline and Opening:- The tender shall be submitted and closed on meskerem 25, 2019 E.C. at 4:00 Local time. The bids shall be opened on the same day at 4:30 Local time, in the presence of the OIPDC Procurement Committee and Procurement Department, and in the presence of bidders, their legally authorized representatives, and observers, as applicable.

7. Delivery and Payment:- The successful bidder shall transport and deliver the goods to the OIPDC Goods Warehouse using its own means of transportation.

8. Payment shall be made to the successful bidder after the goods have been delivered and received into the warehouse, subject to the terms and conditions of the contract.

9. Right of the Corporation:- The Corporation reserves the right, in accordance with the applicable law, to cancel the tender in whole or in part if it obtains a better alternative or otherwise determines that cancellation is necessary.
