Qualification Requirements

  Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6.

  For procurements of goods and services subject to excise tax, to submit a valid excise tax registration certificate;

• MANUFACTURE

  The asphalt cement shall be prepared by the refining of crude petroleum by suitable methods.

  ·        It shall not show separation or curdling prior to use,

  ·        Shall not foam when heated to the application temperature;

  ·        The asphalt shall be homogeneous throughout the packing

  The entire required asphalt grade designated shall conform to the specification requirements shown in the table and the final confirmation tests will be carried out in locally available certified laboratory in Addis Ababa after delivery.

• SCOPE

  It is the intent of these specifications, whether or not specifically mentioned here in, to describe:

  ·        Penetration graded asphalt cement 60-70

  ·        To be used in the high way pavement and treatment of road surfaces.

  External Audit Reports (for the last 3 Years) certified by an independent auditor.

  Note: Financial statements prepared by accounting firms or accountants will not be accepted.

• Bid Security (200,000 ETB)

  A Bid Security in the amount of 200,000 ETB submitted in the form of an unconditional Bank Guarantee or a CPO. Original hardcopy must be submitted before the deadline.

• Proof of Satisfactory Execution (Specific Experience)

  Certificates of Satisfactory Execution for at least One (1) completed contract for the supply of Asphalt bitumen with a minimum average budgetary size of ETB 100,000,000 within the last three (3) years.

  A signed statement confirming no history of contract non-performance, court cases, or project terminations.

  Evidence of valid certifications (e.g., ISO, CE, ASTM, DIN, JIS, TUV, or equivalent) for the offered product. Authenticity is emphasized, requiring certificate numbers and accreditation body addresses.

• Onsite Warranty Letter

  Letter guaranteeing to replace defective parts free of charge (including transport and labor up to ERA warehouse) within twelve (12) months. Must warrant that asphalt is non-recycled, unused, and not more than 6 months old from manufacture date when shipped (per Fundamental Spec Clause 6).

• Certification Letter of Test Result (COA)

  Most recent 3rd party test result attached, certifying compliance with AASHTO M20-70 / ASTM standards. Certificate must indicate test date (must be after floating of this tender). Bidder must commit to accept local testing in Addis Ababa after delivery (per Fundamental Spec 3 & 4).

  The right is reserved by the Ethiopian Roads Administration to waive compliance on any of these specifications and make awards based upon its best interests.

  The Bid and the prices quoted by the Bidder shall remain valid and open for acceptance for a period of 60 calendar days from the Bid Submission Deadline.
