FOR DRILLING AND CONSTRUCTION OF EIGHT (8) SHALLOW WELLS

The Ejere Woreda Water, Mineral and Energy Office invites wax-sealed bids from eligible and qualified water-well drilling contractors for the drilling and construction of eight(8) shallow water wells under the 2019 E.C. Capital Budget Rural Water Supply Projects in Ejere Woreda.

1. PROJECT LOCATIONS

The projects are located at the following sites:

1. Hora Kebele Tulu Sido Site 2. Ilu Aaga Kebele – Amuma Site 3. Baso Kebele – Girmi 3rd Site 4. Hidi Kebele – Dire 2nd Site 5. Dhamotu Kebele – Michire Site 6. Amero Kebele – Bilisa 1″ Site 7. Kimoye Kebele Dembi 2nd Site 8. Talbo Kebele – Kota 1″ Site

1. ELIGIBILITY REQUIREMENTS

1. The bidder shall be a private limited company or legally registered contractor and shall own, lease, or rent a suitable water-well drilling machine and all equipment necessary to carry out the drilling and construction works, with valid evidence of ownership, lease, or rental arrangement.

1. The bidder shall have a valid Water Work Construction Trade License, duly renewed for 2019 E.C.

2. The bidder shall have a valid Certificate of Registration and Competency in Water-Well Drilling and Construction, issued by the Ministry of Water and Energy, Ministry of Construction, or Oromia Construction Bureau, and valid for 2019 E.C.

3. The bidder shall have a valid Tax Clearance Certificate, VAT Registration Certificate, and Tax Identification Number (TIN).

4. Bidders shall present the original documents together with copies of the above-mentioned documents when purchasing the bidding document.

5. The bidder shall properly complete all forms, schedules, and other requirements specified in the bidding document

2. BID SECURITY

Each bidder shall submit a bid security equivalent to 2% of the total contract amount, including 15% VAT, in the form of either: (1) unconditional Bank Guarantee, or (2) CPO (Cash Payment Order). The bid security shall comply with th requirements specified in the bidding document.

3. BID PREPARATION AND SUBMISSION

The Original Financial Bid and Copy of the Financial Bid shall be separately wax-sealed. The Original Technical Bid and Copy of the Technical Bid shall be separately wax-sealed. Each envelope shall be clearly marked “ORIGINAL” or “COPY,” as applicable. All sealed technical and financial documents shall be placed inside one large outer envelope, which shall also be wax-sealed. The bidder’s company name, address, telephone number, and other identification information shall be clearly written on the envelopes.

4. PURCHASE OF BIDDING DOCUMENTS

The bidding document may be purchased from the Ejere Woreda Finance Office during working hours upon payment of a non-refundable fee of ETB 1,000.00 (One Thousand Birr). Method of Payment: Cash. Starting Date: 14/01/2019 E.C. Closing Date: 12/02/2019 E.C.

5. BID SUBMISSION AND OPENING

1.The completed bid document shall be submitted on 12/02/2019 E.C. at 8:00 AM local time. The bids shall be opened on the same date at 8:30 AM local time in the presence of bidders or their duly authorized representatives.

2.Late bids shall be automatically rejected.

6.BID ADVERTISEMENT PERIOD

The bid shall remain open for twenty-one (21) working days starting from the date of announcement.

7. COMPLETION PERIOD

The successful bidder shall complete the drilling and construction works within ninety (90) calendar days from the commencement date specified in the contract.

8.BID VALIDITY

The bid shall remain valid for ninety (90) days from the date of bid opening.

9.RIGHT OF THE OFFICE
