  The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: of at least ETB 2,000,000.00 (Two million ETB).

  Bidder has to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period

• Specific Experiance

   

  The Bidder has satisfactorily completed as contractor or subcontractor, in at least two contracts similar to the proposed work within the past ten years, each a value of at least ETB 10,000,000.00 (Ten million ) or equivalent satisfactory completion across three projects of similar nature; the value of each of these works shall not be less than one-third of the total amount of work stated. Amount of work equivalent to the current proposed work

   In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

  SSubmission of audited financial statements covering the past five years, to demonstrate the current soundness of Bidder’s financial position and its prospective long-term profitability.

  Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 15.1;

• VAT registration certificate

   

   Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

  Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

  Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

• General experience

   

  The Bidder has relevant experience in the construction industry as General Construction Contractor with minimum experience of five years for Grade One & two/ Three years for Grade three and Two years for Grade four & five.

• valid tax clearance certificate

   

   Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

  Bidder is found to have a conflict of interest as described in ITB Clause 6;

• Beneficial Ownership Disclosure Form

   

  In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: –

  1)    Directly or indirectly holding 10% or more of the shares.

  2)    Directly or indirectly holding 10% or more of the Voting Rights or

  3)    Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

• History of non-performing contracts

   

  Non-performance of a contract did not occur within the past five years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted
