Qualification Requirements

• CVs of the Professional staff 
  

   Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

• Documents proofing its financial standing
  

  Consultant has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

• Certificates of satisfactory execution of contracts
  

   Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

• Audit Report Document
  

   Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria;

• Valid business license
  

  Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);

• VAT registration certificate
  

    Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);

• Major relevant contracts successfully completed
  

  Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

• Valid tax clearance certificate
  

  Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);

  Consultant has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b) (iv);

• Personnel for the key positions

  Among the staff mentioned in Sub-Clause 2.1 Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements;

  REQUIRED KEY PERSONNEL

  • The proposed team should include qualified professionals with demonstrated experience in the design, development, deployment and implementation of web-based information systems. At a minimum, the team should include the following key personnel:

   Project Manager:

  • A professional with at least five years of experience in managing softwaredevelopment or information-system implementation projects.
  • The Project Manager should have demonstrated experience in project planning, team coordination, stakeholder engagement, risk management, quality assurance and timely delivery of project outputs.

   Business or System Analyst:

  • A professional with at least four years of experience in 18 business-process analysis, requirements gathering, workflow design and preparation of system-requirements documentation. Experience in research-management, projectmanagement, document-management or similar institutional systems will be an advantage.

   Backend Developer:

  • A software developer with at least four years of experience in developing secure, scalable and database-driven web applications. The developer should have practical experience in server-side programming, API development, system integration, authentication, access control and application-security practices.
  •  Frontend Developer:
  • A software developer with at least three years of experience in developing responsive, accessible and user-friendly web interfaces. The developer should have demonstrated experience in modern frontend technologies, dashboard development, form design, data visualisation and mobile-responsive user interfaces.

   Database Specialist:

  • A professional with at least four years of experience in database design, development, administration, optimisation, backup and recovery.
  • The specialist should have practical experience in data modelling, database security, data migration, performance tuning and the management of structured institutional data.

   DevOps or Deployment Engineer:

  • A professional with at least three years of experience in application deployment, server configuration, system monitoring, backup management and production-environment support. The engineer should have experience in automated deployment, containerisation, version control, web-server configuration, security certificates, system logging and disaster-recovery arrangements.
